Declaration by the High Representative Federica Mogherini on behalf of the EU on strikes in Syria

The European Union reiterates its strongest condemnation of the repeated use of chemical weapons by the Syrian regime, as confirmed by the OPCW/UN Joint Investigative Mechanism (JIM) and as reported continuously in recent months in Eastern Ghouta and other areas in Syria, including the most recent reports of a devastating chemical attack on Douma.
In this context, the EU was informed about targeted US, French and UK airstrikes on chemical weapons facilities in Syria, these specific measures having been taken with the sole objective to prevent further use of chemical weapons and chemical substances as weapons by the Syrian regime to kill its own people.
The EU is supportive of all efforts aimed at the prevention of the use of chemical weapons. It finds it deeply shocking that the international community is still confronted with the use of chemical weapons, as confirmed by the OPCW Fact Finding Mission. The reports of the Declaration Assessment Team show that the Syrian declaration cannot be fully verified as accurate and complete in accordance with the Chemical Weapons Convention.
Accountability is a must. The use of chemical weapons or chemical substances as weapons is a war crime and a crime against humanity. Perpetrators will be held accountable for this violation of international law. Therefore, the EU deeply regrets that the mandate of the JIM, established by UNSC Resolution 2235 (2015) to identify perpetrators of chemical attacks, has not been renewed in November 2017. In this respect, it is highly regrettable that the UN Security Council has so far failed to adopt a strong resolution re-establishing an independent attribution mechanism to ensure accountability for perpetrators of chemical weapons' attacks in Syria.
In July 2017 and in March 2018, the EU imposed additional restrictive measures on Syrian high-level officials and scientists for their role in the development and use of chemical weapons and is always ready to consider imposing further measures as appropriate.
The EU calls upon all countries, notably Russia and Iran, to use their influence to prevent any further use of chemical weapons, notably by the Syrian regime, and supports the International Partnership against Impunity for the Use of Chemical Weapons.
The EU reiterates that there can be no other solution to the Syrian conflict than political. We have a common goal in preventing any escalation of violence that could transform the Syrian crisis into a wider regional confrontation, with incalculable consequences for the Middle East and indeed the whole world. The EU calls upon all parties to the conflict, especially the regime and its allies, to implement immediately the ceasefire, and to ensure humanitarian access and medical evacuations as unanimously agreed in UNSC Resolution 2401. The EU repeats that any sustainable solution to the conflict requires a genuine political transition in line with UNSCR 2254 and the 2012 Geneva Communique negotiated by the Syrian parties within the UN-led Geneva process.
The Second Brussels Conference on Syria which will be held on 24-25 April 2018, co-chaired by the EU and the UN, will be the opportunity for the entire international community to relaunch its consistent support for the political process and commit new pledges to help the main victims of this ongoing conflict, namely the Syrian people inside and outside Syria.

Council adopts cross-border parcel delivery rules to boost e-commerce

The EU is bolstering e-commerce by making it easier for consumers and businesses to compare different delivery prices across the Union. Regulators will also have increased powers to monitor this complex market. The new rules were adopted today by the Council, following provisional agreement with the European Parliament on 13 December 2017.
"These rules will make information about different parcel delivery options more readily available – including track and trace services, which are important for e-commerce," said Ivaylo Moskovski, Bulgarian Minister for Transport, Information Technology and Communications. "The adoption of these rules means that another key element of the EU's digital single market is in place."
Under the reform, delivery tariffs will be published on a website, which will help users choose the best rates. Increased transparency should create competitive pressure, bringing down prices that cannot be justified by objective factors. The new rules are expected to be of particular benefit to consumers and small retailers, who do not have the bargaining power to negotiate better rates.
Today's vote by the Council concludes the legislative procedure at first reading. The European Parliament voted on 13 March 2018. The regulation will be signed by both institutions and published in the EU Official Journal. It will enter into force 20 days after publication.

Remarks by President Donald Tusk following the EU-Turkey leaders' meeting in Varna

Let me first of all thank Prime Minister Borissov for hosting us . Today's EU-Turkey meeting reaffirms the importance both sides give to our relationship.
At our meeting in Brussels last year we agreed to intensify our dialogue at different levels. Since then a number of high level meetings have taken place between the EU and Turkey. This evening we took stock of where things stand and set out some parameters for the future.
On migration and support for refugees, the EU and Turkey remain very close partners. I would like to express our appreciation for the impressive work Turkey has been doing, and to sincerely thank Turkey and the Turkish people for hosting more than 3 million Syrian refugees these past years. The EU has lent substantial support to improve the livelihood of these refugees, and this evening we reaffirmed the European Union's unwavering commitment to continue this support.
As an EU candidate country, Turkey has committed to developing and upholding the highest standards of democracy. We understand Turkey's need to deal effectively with its security after the attempted coup and the terrorist attacks it has suffered. But we are concerned that some of the methods used, undermine fundamental freedoms and the rule of law in Turkey. We encourage Turkey to work with the Council of Europe, of which Turkey has been a member longer than most EU Member States. The EU also stands ready to assist.
Good bilateral relations with EU Member States are also an important commitment within the accession process. We welcome positive progress in recent months with some of our Member States, but still have serious concerns about inter alia recent Turkish actions in the Eastern Mediterranean and the Aegean Sea as well as the detention of EU citizens. The European Union stands united behind the Republic of Cyprus regarding its right to explore and exploit its natural resources in its Exclusive Economic Zone. This is also important in view of our shared objective for the successful reunification of Cyprus for the benefit of both populations on the island, for Turkey, the European Union and for EU-Turkey relations.
We also had a discussion this evening on working together in the field of counter-terrorism. We want to expand our cooperation with regard to Foreign Terrorist Fighters; another area where we share important security interests.
We also expressed our concern with Turkey’s actions in Syria, in particular the situation in Afrin. Escalating violence and displacement in an already tragic and volatile situation must be avoided. And we recalled Turkey’s responsibility to ensure the protection of civilians and the delivery of humanitarian assistance to all those in need.
Let me end by thanking President Erdoğan for coming to Varna. Our meeting today demonstrated that while our relationship is going through difficult times, in areas where we do cooperate, we cooperate well. We reconfirm our readiness to keep up the dialogue and consultations and to work together to overcome current difficulties with a view to unleashing the potential of our partnership. I remain fully committed to assisting in this process. Thank you!

EU-Turkey leaders' meeting in Varna (Bulgaria)

Main results

EU leaders hosted Turkish president, Recep Tayyip Erdoğan at the Evksinograd residence in Varna, Bulgaria.
The EU was represented by Donald Tusk, President of the European Council, Jean-Claude Juncker, President of the European Commission and Boyko Borissov, Prime Minister of Bulgaria.
The leaders had a wide-ranging discussion on EU-Turkey relations and the way ahead. More specifically, they discussed:
  • cooperation on the management of migration flows
  • shared interest in combating  counter-terrorism
  • the rule of law in Turkey
  • Turkey’s recent actions in the Eastern Mediterranean and Aegean Sea
  • Turkey’s involvement in Syria
Our meeting today demonstrated that while our relationship is going through difficult times, in areas where we do cooperate, we cooperate well. We reconfirm our readiness to keep up the dialogue and consultations and to work together to overcome current difficulties with a view to unleashing the potential of our partnership.

Migration

Both sides agreed to continue close cooperation on migration. The EU has reiterated its commitment to offering further support intended to improve the situation of refugees in Turkey.
‘’I would like to express our appreciation for the impressive work Turkey has been doing, and to sincerely thank Turkey and the Turkish people for hosting more than 3 million Syrian refugees these past years’’, said President Donald Tusk. 

Syria

The EU voiced its concerns with Turkey’s actions in Syria, especially in the northwestern region of Afrin, which is now controlled by the Turkish military and its allies.
In this context the EU asked Turkey to ensure the protection of civilians and ease access for humanitarian aid. 

Relations between Turkey and EU countries

President Tusk expressed concerns about Turkey’s recent actions in the Eastern Mediterranean and Aegean Sea, which the last EU summit in Brussels called ‘’illegal’’.
They also recalled Turkey's obligation to respect good neighbourly relations and normalise relations with all EU member states. This is the condition to move forward EU-Turkey relations, including the accession process.
‘’The European Union stands united behind the Republic of Cyprus’’, said President Tusk in Varna.

Rule of law in Turkey

Leaders discussed Turkey’s actions in the aftermath of the July 2016’s attempted coup. They said they understood Turkey’s need to ensure its security. However, they underlined that as an EU candidate country, Turkey committed to upholding the highest standards of democracy.  
‘’We are concerned that some of the methods used, undermine fundamental freedoms and the rule of law in Turkey’, said President Donal Tusk.
The EU has asked Turkey to work with the Council of Europe, the Strasbourg-based pro-democracy and human rights organisation, to address the failings.

Statement by President Donald Tusk on follow up to the European Council meeting of 22 March 2018 regarding Salisbury

Good afternoon, I would like to make a special announcement about the follow-up to the European Council’s decisions last week on the Salisbury attack.
To recall, last week the European Council condemned in the strongest possible terms the recent attack in Salisbury. The European Council agreed with the United Kingdom government's assessment that it is highly likely that the Russian Federation is responsible and that there is no plausible alternative explanation. We decided to recall the EU Ambassador to Russia for consultations.
As a direct follow up to last week’s European Council decision to react to Russia within a common framework, already today 14 Member states have decided to expel Russian diplomats.
Additional measures, including further expulsions within this common EU framework are not to be excluded in the coming days and weeks.
We remain critical of the actions of the Russian government, but at the same time, today we Europeans – together with the Russian people – mourn the victims of the tragic fire in the city of Kemerovo in Western Siberia. Our thoughts and hearts are with you.

Remarks by President Donald Tusk after the European Council meetings on 22 and 23 March 2018

We have just concluded a very intensive and productive summit, where we addressed a number of specific global economic and political risks, including those related to the actions of Presidents Trump, Putin, Erdoğan, and Brexit negotiations.
First, leaders expressed full solidarity with the United Kingdom, condemning the nerve agent attack in Salisbury. The European Union agrees with the UK Government’s assessment that it is highly likely that the Russian Federation is responsible for this attack, and that there is no other plausible explanation. Already today, the EU ambassador to Moscow has been recalled to Brussels for consultations. Additional steps are expected as early as Monday, at the national level. In these difficult circumstances I am personally especially pleased that despite the tough Brexit negotiations, the European Union has demonstrated unanimous and unequivocal unity with the UK in the face of this attack.
Leaders also discussed Turkey in view of our Monday meeting with President Erdoğan. In this context, the European Council strongly condemned Turkey's continued illegal actions in the Eastern Mediterranean and the Aegean Sea. This issue will be raised in Varna, where we hope to have a wide-ranging discussion on EU-Turkey relations and on the way ahead. I am aware that it will not be an easy meeting. The EU is concerned not just with the situation in Eastern Mediterranean and the Aegean. Certainly a number of other complicated issues will be discussed in Varna, including developments in Turkey and its actions in Syria. Still, we are neighbours and we need to find a way to talk to each other openly and cooperate in areas of common interest.
As regards President Trump’s decision on tariffs, I will leave it to Jean-Claude, as we stand by the Commission on this issue.
During our discussion on EMU, President Draghi recalled that the EU economy is back to pre-crisis growth levels and remains extremely strong. In fact, we are experiencing the most favourable situation since the introduction of the euro, which makes this a very good time to reflect strategically on our long-term ambitions. This is what today’s Euro summit was all about. Many of the themes we discussed – like a fiscal capacity for the euro area – are controversial, but I see avenues to be explored. In June we will come back to take concrete decisions, and provide guidance on the way forward. The most urgent political priority remains strengthening the Banking Union and further developing the ESM. This is my goal.
On Brexit. We want to use the positive momentum in the negotiations to finally settle outstanding issues such as the solution to avoid a hard border between Ireland and Northern Ireland. In parallel, we will start our first talks about the future EU-UK relationship. Leaders will assess in June if the Irish question has been resolved, and how to go about a common declaration on our future.
Let me conclude by expressing my concern over what seems to be an ongoing terrorist attack in Southern France. We are following this closely as we stand in full solidarity with France and its people.

European Council conclusions on the Salisbury attack

  1. The European Council condemns in the strongest possible terms the recent attack in Salisbury, expresses its deepest sympathies to all whose lives have been threatened and lends its support to the ongoing investigation. It agrees with the United Kingdom government's assessment that it is highly likely that the Russian Federation is responsible and that there is no plausible alternative explanation. We stand in unqualified solidarity with the United Kingdom in the face of this grave challenge to our shared security.
  2. The use of chemical weapons, including the use of any toxic chemicals as weapons under any circumstances, is completely unacceptable, must be systematically and rigorously condemned and constitutes a security threat to us all. Member States will coordinate on the consequences to be drawn in the light of the answers provided by the Russian authorities. The European Union will remain closely focused on this issue and its implications.
  3. Against this background, the European Union must strengthen its resilience to Chemical, Biological, Radiological and Nuclear-related risks, including through closer cooperation between the European Union and its Member States as well as NATO. The European Union and its Member States should also continue to bolster their capabilities to address hybrid threats, including in the areas of cyber, strategic communication and counter-intelligence. The European Council invites the European Commission and the High Representative to take this work forward and report on progress by the June European Council.

European Council conclusions on the Western Balkans and actions by Turkey in the Eastern Mediterranean and the Aegean Sea, 22 March 2018

Western Balkans

  1. Against the background of the Commission Communication of 6 February 2018, the European Council:
  • looks forward to the EU-Western Balkans Summit to be held in Sofia on 17 May 2018, which is expected to focus on reaffirming the European perspective of the region, launching concrete and visible initiatives to improve the physical and human connectivity within the region and with the EU, and addressing how to better engage together on shared challenges such as security and migration;
  • confirms that enlargement will be addressed by the Council in June.

Actions by Turkey in the Eastern Mediterranean and the Aegean Sea

  1. The European Council strongly condemns Turkey's continued illegal actions in the Eastern Mediterranean and the Aegean Sea and underlines its full solidarity with Cyprus and Greece.
  2. Recalling its conclusions of October 2014 and the Declaration of 21 September 2005, the European Council urgently calls on Turkey to cease these actions and respect the sovereign rights of Cyprus to explore and exploit its natural resources in accordance with EU and International Law.
  3. In this context, it recalls Turkey's obligation to respect International Law and good neighbourly relations, and normalize relations with all EU Member States including the Republic of Cyprus.
  4. The European Council expressed its grave concern over the continued detention of EU citizens in Turkey, including two Greek soldiers, and calls for the swift and positive resolution of these issues in a dialogue with Member States.
  5. The European Council will remain seized of these matters.

    Invitation letter by President Donald Tusk to the members of the European Council ahead of their meetings on 22 and 23 March 2018

    At the upcoming spring European Council we will focus on trade and the planned US tariffs, the economic situation in the EU, digital taxation as well as Turkey and Russia. Additionally, we will discuss Brexit at 27 and the euro area reforms in the Euro Summit formation of 19 Leaders.
    First we will discuss trade. On this issue, we stand by the European Commission, which is currently holding talks with our American friends on how to exempt the EU from the planned steel and aluminium tariffs. We must prepare for all possible scenarios. As the world's biggest trading power, the EU's response will be responsible and reasonable. Free and fair trade has created millions of jobs in Europe, and elsewhere, contributing to peace and stability all around the world. As Montesquieu put it, 'the natural effect of trade is to further peace'. Therefore, we will always want more trade, not less. Hence our recent trade deals with Canada, Japan, Singapore and Vietnam, the ongoing talks with Mercosur and Mexico, and planned trade discussions with Australia and New Zealand.
    When the US raised tariffs in 1930, which applied to 1/3 of our trade, it led to a global trade war. The tariffs currently proposed, if implemented, would affect around 1,5% of transatlantic trade. I bring these numbers up not to diminish the need for a suitable, WTO-compatible response – indeed, such a response would be inevitable given the number of potentially affected jobs in Europe. But I do this to demonstrate the broader perspective. Transatlantic relations are a cornerstone of the security and prosperity of both the United States and the European Union. Given the importance of this relationship, we should continue to engage with the US in order to strengthen the transatlantic economic relationship, not weaken it. Despite seasonal turbulences.
    When it comes to Brexit, we will discuss how to approach the rest of the negotiations with the UK, including on our future relationship. I want us to have a broad debate on our negotiating strategy. In this context I will ask you to adopt a first set of guidelines on the future relationship with the UK. Additionally, yesterday our negotiators reached a solution on parts of the withdrawal agreement. Whether all 27 Member States can welcome this at the European Council remains open. I still need a couple more hours to consult with some of the most concerned Member States. To me, one thing is clear. We have achieved success when it comes to citizens' rights and the financial settlement. As I have stated from the very beginning of these negotiations, defending the rights of our citizens will be the number one priority for the EU. And we have made it. European citizens will be fully protected from the consequences of Brexit. This also means that our citizens crossing the Channel in this period will not get worse treatment than those who did so before. This is good news for all Europeans. As regards the most contentious issue, namely Ireland, Prime Minister May has reassured me that she accepts all options agreed in December to be on the negotiating table. Including the option of full regulatory alignment between Ireland and Northern Ireland if there is no other possibility to avoid a hard border. This bodes well for the rest of the negotiations.
    Last but not least, on Russia. Following the Salisbury attack we should not only express our full solidarity with the UK but also draw operational conclusions, as this incident poses a challenge to our shared security. I therefore propose we strengthen our resilience to Chemical Biological Radiological and Nuclear-related risks, including through closer cooperation among the EU institutions, our States and NATO. We should also continue to bolster our capabilities to address hybrid threats, including in the areas of cyber, strategic communication and counter-intelligence.
    As for the meeting agenda: after our traditional exchange of views with European Parliament President Tajani at 15.00 on Thursday, Prime Minister Borissov will give us an overview of progress in implementing our previous conclusions, including ongoing work on the reform of the Common European Asylum System. Then we will have a full discussion on trade and adopt relevant conclusions. We will also adopt the decision appointing the Vice-President of the ECB. Following that, European Central Bank President Draghi will join us for an exchange on the current economic situation in the EU and we will adopt conclusions in this domain. Finally, before we break for our press conferences, I will invite Eurogroup President Centeno to inform us on the ongoing work in the Eurogroup on the Banking Union.
    Over dinner I hope to have an open and frank political debate on taxation, on the basis of the enclosed Leaders' note and without written conclusions at this stage. Following from the discussion we had at our informal meeting in February, we will also review recent developments with Turkey, with a view to the high-level meeting scheduled to take place in Varna on 26 March. At the end of our dinner we will adopt conclusions following the Salisbury attack.
    On Friday, we will reconvene at 27 to review progress on negotiations with the UK and adopt guidelines on the framework for our future relationship. Finally, the Leaders of the euro area Member States will have an open debate on the long-term development of our Economic and Monetary Union, based on the other Leaders' note. Our meeting should end before lunch.

Η «ΠΟΛΙΤΙΚΗ» γεννήθηκε το 2000,ως συνέχεια του Περιοδικού «ΑΧΑΡΝΕΩΝ Έργα». Δημιουργήθηκε από Επαγγελματίες Εκδότες με δεκαετίες στον τομέα της Διαφήμισης, των Εκδόσεων και των Δημοσίων Σχέσεων και αρχικά ήταν μια Υπερτοπική Εφημερίδα με κύριο αντικείμενο το Αυτοδιοικητικό Ρεπορτάζ.

Επί χρόνια, κυκλοφορούσε την έντυπη έκδοσή της σε ένα ικανότατο τιράζ (5000 καλαίσθητων φύλλων εβδομαδιαίως) και εντυπωσίαζε με την ποιότητα της εμφάνισης και το ουσιώδες, μαχητικό και έντιμο περιεχόμενο της. Η δύναμη της Πένας της Εφημερίδας, η Ειλικρίνεια, οι Ερευνές της που έφερναν πάντα ουσιαστικό αποτέλεσμα ενημέρωσης, την έφεραν πολύ γρήγορα πρώτη στην προτίμηση των αναγνωστών και γρήγορα εξελίχθηκε σε Εφημερίδα Γνώμης και όχι μόνον για την Περιφέρεια στην οποία κυκλοφορούσε.

Στις σελίδες της, θα βρείτε ακόμα και σήμερα μόνο άξιες και χρήσιμες Πολιτικές Προσωπικότητες αλλά και ενημέρωση από κάθε Κόμμα της Ελληνικής Βουλής. Η «ΠΟΛΙΤΙΚΗ» ουδέποτε διαχώρησε τους αναγνώστες της ανάλογα με τα πολιτικά τους πιστεύω. Επραττε και πράττει το καθήκον της, ενημερώνοντας όλους τους Ελληνες, ως όφειλε και οφείλει.

=Επί είκοσι δύο ολόκληρα χρόνια, ο απλός δημότης –πολίτης, φιλοξενήθηκε στις σελίδες της με μόνη προϋπόθεση την ειλικρινή και αντικειμενική γραφή και την ελεύθερη Γνώμη, η οποία ΟΥΔΕΠΟΤΕ λογοκρίθηκε.

Η ΕΦΗΜΕΡΙΔΑ «ΠΟΛΙΤΙΚΗ», στην σημερινή ηλεκτρονική έκδοσή της, είναι ένα βήμα Ισονομίας και Ισοπολιτείας, έννοιες απόλυτα επιθυμητές, ιδιαιτέρως στις ημέρες μας. Το έχω γράψει πολλές φορές και θα το γράψω και τώρα που καίγεται η Βαρυμπόμπη. Το ήξερα, το περίμενα. Οι καταπατητές της περιοχής που δρούν εδώ και δεκάδες χρόνια ανενόχλητοι στην περιοχή της Βαρυμπόμπης δεν έχουν σταματημό, ΑΦΟΥ ΔΕΝ ΕΧΟΥΝ ΚΑΝΕΝΑ ΕΛΕΓΧΟ.

Θέλοντας να πουλήσουν ό,τι ακόμα προλάβουν και ιδιαίτερα «ΔΙΑ ΛΟΓΟΥ» χωρίς συμβόλαια και νόμιμες διαδικασίες, δεν θα αφήσουν ούτε ένα χλωρό φύλλο ούτε στην Βαρυμπόμπη ούτε στην Πάρνηθα. Αυτό που τους εμποδίζει είναι ο χαρακτηρισμός «δασικά» των εκτάσεων και αυτόν θα πολεμήσουν με τον δικό τους «μοναδικό» τρόπο. Οι «κωφοί» του τόπου, τα πουλημένα τομάρια που συναινούν δια της σιωπής τους, ή «μυξοκλαίνε» για τα καμένα δάση έχουν τεράστια ευθύνη. Κανείς δεν τους πιστεύει πια και η Πάρνηθα είναι ΚΑΤΑΔΙΚΑΣΜΕΝΗ αν δεν γίνει κάτι. Από ποιους; Μόνο στον Δένδια έχω αυτή την στιγμή εμπιστοσύνη, σε κανέναν άλλον. Όλα στον τόπο μου ΕΧΟΥΝ ΞΕΠΟΥΛΗΘΕΙ εδώ και 30 χρόνια. Αποχαιρετήστε για πάντα την Πάρνηθα ΑΝ Ο ΝΟΜΟΣ ΔΕΝ ΞΕΚΙΝΗΣΕΙ ΕΔΩ ΚΑΙ ΤΩΡΑ ΕΛΕΓΧΟ ΣΤΙΣ ΠΩΛΗΣΕΙΣ ΤΗΣ ΒΑΡΥΜΠΟΜΠΗΣ, ποιοι τις κάνουν, με ποιο τρόπο, ποιοι ενέχονται, τι περιουσίες έχουν αποκτήσει, πως πουλάνε, τι έχει απομείνει για να πωληθεί.

Και μόνο αν η ΔΙΚΑΙΟΣΥΝΗ κινηθεί ΑΜΕΣΩΣ. Αλλιώς, η Πάρνηθα είναι ήδη ΧΘΕΣ. Όπως και η Βαρυμπόμπη.
