President of Russia Vladimir Putin: Mr Prime Minister, ladies and gentlemen,

First of all, I am pleased to once again welcome Prime Minister of India Narendra Modi to Russia on his official visit, and to thank him for accepting our invitation.

Annual Russian-Indian meetings at the highest level have been held for many years now and have become a good and useful tradition.

Our talks are always held in a warm and friendly atmosphere, and are always substantive and productive. This time was no exception.

I will note one important distinction of Mr Modi’s current visit. This year, India is a partner country of the St Petersburg International Economic Forum, so tomorrow the Prime Minister of India will address the forum’s plenary session as the main guest of honour.

I would also like to point out that 2017 is a special year for Russia-India relations. Diplomatic relations between our states were established 70 years ago. Bilateral cooperation has been developing steadily across all areas in the decades since, on a friendly and mutually beneficial basis. And now the Russian-Indian partnership has a genuinely strategic and especially privileged nature.

Today, the Prime Minister and I considered in detail the implementation of the decisions taken during the previous summit in Goa, and outlined new joint plans for the future. Our agreements made it into the St Petersburg Declaration adopted by us. It outlines steps to further deepen our bilateral cooperation in the political, economic and cultural spheres.

Encouraging the growth of trade, improving its structure, and expanding industrial cooperation constitute our key priority. As we are aware, bilateral trade was declining in recent years. We are pleased to note that this trend reversed this year, and bilateral trade is on the rise. It is gratifying to note that it was up 29 percent already in the first quarter of 2017.

Bilateral investment is also demonstrating positive dynamics. Russia’s cumulative investment in the Indian economy has exceeded $4 billion, and the relevant figure for Indian investment in Russia is $8 billion.

All these facts show that Russian-Indian economic cooperation is returning to a growth trajectory, and we both have a stake in consolidating this positive trend.

Effective work of the Intergovernmental Commission is playing a special role in this respect. We see the importance of assistance to businesses to promote major mutually advantageous joint projects.

As of today the sides have agreed a list of 19 projects aimed at establishing joint ventures for transport infrastructure, new technology, including pharmaceuticals, aircraft and automobile manufacturing, the diamond industry, and agriculture.

We just met with representatives of the business community and saw their interest in developing full-scale cooperation.

I would like to draw attention to our successful cooperation in the civilian nuclear industry, which was noted in my conversation with the Prime Minister. The first unit of the Kudankulam nuclear power plant was put into operation. The most reliable, latest Russian technology was used in its construction. The plant’s second unit has also started to generate electricity. At a joint teleconference in October 2016 with Narendra Modi we launched the construction of the plant’s third and fourth units. And we reaffirmed our intention to build in India at least 12 Russian-designed energy units, which will make a large contribution to the development of India’s nuclear industry.

We also agreed with our Indian partners to deepen cooperation in the military-technical field on the basis of a bilateral programme through 2020.

Notably, our cooperation is not limited to direct supplies of the latest Russian military equipment to our Indian partners. The assembly of high-tech military products has been set up in India with Russia’s participation. We agreed with the Prime Minister to continue to jointly develop and manufacture modern weapons systems.

Of course, the cultural sphere is another important component of the Russian-Indian partnership. The 2017–2019 Cultural Exchanges Programme is designed to further expand such exchanges. I reiterate that the peoples of our countries have always felt a profound affinity for each other and taken a genuine interest in each other's culture, history and spiritual values. The Festival of Indian Culture is currently being held in Russia, which was received with great interest by the Russian public. The Festival of Russian Culture held in India last year received many positive reviews.

Of course, Mr Modi and I focused in particular on international affairs. We agreed to continue to cooperate in the UN and other multilateral formats, such as BRICS, including, incidentally, the Russia-India-China trilateral format and the G20, and to work together to promote security and stability in Asia, and the Indian Ocean and Pacific Ocean regions. In this regard, Russia welcomes India joining the Shanghai Cooperation Organisation as a full-fledged official member. Its full accession will be formalised at the summit of the Shanghai Cooperation Organisation in Astana on June 8–9, that is, one week from now.

Of course, we discussed other areas of our interaction. We will have another opportunity to talk in private today. We agreed to meet later in the day and to talk about the situation in Syria, Afghanistan, and other hot spots. I believe such confidential one-on-one exchanges have become customary, and I really appreciate this format.

In closing, I would like to thank the Prime Minister, and all our Indian friends, for a constructive and productive dialogue. I am confident that our agreements will help promote Russian-Indian strategic partnership across all areas and will contribute to strengthening friendship between the peoples of our countries.

I am pleased to meet you. We cooperate with ICAO and consider it a very important international venue for resolving issues related to developing air transport and civil aviation. Of course, your visit, your talks with my colleagues that deal with these issues and your participation in the St Petersburg International Economic Forum will promote ICAO’s reputation and help enhance aviation security on both international and domestic routes because in its activities the Russian Federation is guided not only by its national laws but also by international conventions and a wide range of international decisions on air traffic and its security.

Let me welcome you in Russia and wish a successful stay.

First, I would like to thank you sincerely for inviting me to take part in the St Petersburg International Economic Forum. The exhibition is devoted to the 300th anniversary of a Russian monarch’s first visit to France, which marked the beginning of stable ties between the two countries.

The exhibition is organised by the State Institution of the Palace, the Museum and the National Heritage of Versailles, and the State Hermitage Museum and includes over 180 exhibits from the Hermitage collection, including paintings, engravings, instruments and tools commissioned or bought by Peter the Great in France, as well as works by artists, sculptors and architects brought to Russia from France during the reign of Peter the Great.

The two leaders exchanged greetings on the occasion of the 25th anniversary of the Treaty on the Principles of Relations Between the Republic of Turkey and the Russian Federation, dated May 25, 1992. Vladimir Putin also wished Recep Tayyip Erdogan success in connection with his election as Chairman of the Justice and Development Party of Turkey.

The mutual commitment was reiterated on furthering the strategic partnership of the two countries. In this context, the two leaders also touched upon the progress made in implementing the agreements on reciprocal lifting of restriction in trade and the economy and the large-scale joint energy projects: the construction of the Akkuyu Nuclear Power Plant and the TurkStream pipeline.

When discussing the Syria crisis, the importance of prompt agreement on the practical aspects of the Memorandum on De-escalation Zones in the Syrian Arab Republic was underscored. This would make it possible to enhance the ceasefire regime, and increase the effectiveness of the intra-Syrian talks in the Geneva and Astana formats. It was agreed to step up the coordination of efforts on these issues at different levels.

The presidents of Russia and Turkey agreed to continue regular personal contacts.

Ensuring the launch of the Amazonas-5 telecommunications satellite (Spain) from the Baikonur Cosmodrome

The communications satellite will be used for the provision of television, corporate networks and telephone services in South and Central America.
Reference
Prepared by the Roscosmos state corporation in keeping with the Russian Federation Law On Space Activity.
The directive approves an array of measures to ensure the launch from the Baikonur Cosmodrome of the Amazonas-5 telecommunications satellite (Spain) (hereinafter referred to as Amazonas-5). It provides in particular for the provision of services involving Russian Defence Ministry assets and granting foreign specialists access to facilities related to the launch.
Amazonas-5 was manufactured by Space System Loral (US) under contract with Hispasat (Spain). It is designed to provide television, corporate networks and telephone services in South and Central America. When it reaches its designated orbit, the satellite will be included in Brazil’s national register.
All launch operations will be financed from private sources. 

Ensuring the launch of the Sentinel-5P observation satellite (European Space Agency) from the Plesetsk Cosmodrome

The satellite is intended to achieve objectives under the European Commission’s Copernicus Programme and will be used to obtain data on the composition of the earth’s atmosphere and study the climate and the quality of the atmospheric air. After reaching its designated orbit, it will be added to the national register of the European Space Agency (ESA).

The signing of the Protocol will make it possible to ensure a higher level of safety for the navigation of Russian and Japanese warships and aircraft flights in direct proximity to each other outside territorial seas.

The directive approves the Defence Ministry’s recommendation that Russia sign the draft Protocol between the Government of Russia and the Government of Japan on amending the Agreement on the Prevention of Incidents On and Over the High Seas of 13 October 1993 (hereinafter referred to as the Protocol).
The Protocol clarifies the existing legal basis for ensuring the predictability and safety of operations by warship and aircraft crews of both countries during navigation outside territorial waters and flights in the airspace over them.
The signing of the Protocol will make it possible to ensure a higher level of safety for the navigation of Russian and Japanese warships and aircraft flights in direct proximity to each other outside territorial seas.

Russia’s accession to the OECD Multilateral Convention to Implement Tax Treaty Related Measures to Prevent Base Erosion and Profit Shifting

The Convention is designed to combat schemes for withdrawing profits from Russia and will make it possible to coordinate efforts to implement the Organisation for Economic Cooperation and Development’s Plan to Prevent Base Erosion and Profit Shifting by approving, on a multilateral basis, changes to the mechanism for enforcing existing agreements on avoidance of double taxation, without the need to hold bilateral talks on each such agreement separately.

The Multilateral Convention to Implement Tax Treaty Related Measures to Prevent Base Erosion and Profit Shifting of 24 November 2016 was developed by the countries that are members of an Ad Hoc Group of the Organisation for Economic Cooperation and Development as part of implementing the Plan to Prevent Base Erosion and Profit Shifting (hereinafter, Convention, OECD, and BEPS Plan, respectively). The Convention has been open for signing since 31 December 2016.
The Convention is designed to prevent the withdrawal of profits from Russia and will make it possible to coordinate efforts to implement the BEPS Plan by approving, on a multilateral basis, changes regarding the mechanism for enforcing existing agreements on avoidance of double taxation, without the need to hold separate bilateral talks on each such agreement.
The signed directive adopted the Foreign Ministry proposal to sign the Convention, which had been duly coordinated with the Foreign Ministry, the Ministry of Economic Development, the Ministry of Justice, and the Federal Taxation Service of Russia.
The Convention will apply to 63 agreements on avoidance of double taxation concluded by the Russian Federation with foreign states. The only exception will be agreements with countries that are not members of the OECD Ad Hoc Group to develop the Convention, as well as agreements with Sweden and Japan as talks are underway to sign new agreements with these countries based on the provisions of the Convention.
In accordance with the Federal Law on International Treaties of the Russian Federation, the Convention is subject to ratification, as it contains rules that are different from those stipulated by Russian law.
The Convention is consistent with the Treaty on the Eurasian Economic Union and other international treaties of the Russian Federation.

President of Russia Vladimir Putin: Mr Infantino, we are glad that you have a positive view of Russia’s efforts to prepare for the FIFA World Cup and Confederations Cup.

I would like to repeat what we have discussed with you earlier: the development of football is the key, or at least a major reason why the right to host world championships is granted to the countries that still have room for improvement in sports, including football.

You have seen today, and I have seen together with you, the conditions we have created for children and young people who can play football here and study in the school near this wonderful arena, which has been built for both professional athletes and amateurs.

Regarding preparations for the World Cup and the Confederations Cup, you know that we take proper care of and allocate many seats at our arenas to foreign visitors. We are working actively with the fans, and we will do our best to maintain the highest possible service standards at the sports facilities and to create favourable living and other conditions for the numerous fans, spectators and athletes.

I would like to thank you and your colleagues at FIFA for your support and for promoting the implementation of our plans over the past few years.

FIFA President Gianni Infantino: Thank you very much, first of all for having invited me to discover this place here. Because I think this is exactly one example of what Russia is and is doing.

Meeting in Krasnodar today, we have seen absolutely state-of-the-art facilities for the development of football. Not only the beautiful stadium that we can see but all the facilities with the beaches, with the compounds, for children to study, for their life and for their football career. So, education but also sport. And this is one example of many examples that exist in Russia that were also built thanks to the World Cup. And it is important that the world knows what is being done for the development of football, for Russia but for the world as well.

I was always convinced that Russia would deliver. Now, we see the concrete facts. So if anyone had any doubt on anything, now we see the results. And obviously, as FIFA President but more important, also as a football fan, I really invite the whole world to come to Russia for the Confederations Cup, for the World Cup and to discover an incredible country.

So really, my big thanks to you and all the Russian people for what you are doing for us, for football, for everyone who loves this fantastic game. It is amazing. I am impressed and I will continue to be impressed. There is still work to do and we are going to work together like in football which is a team sport and we are a team. Together we will show to the world what we can do.

Visit to FC Krasnodar Academy

The President was shown the general plan of the academy’s grounds, toured the school building and the gym featuring the Football training complex, and also talked with the students.

The youth academy was set up at FC Krasnodar in 2008 and has since become one of the largest football youth academies in Europe and the world. It has 25 branches, nine of which are located in Krasnodar and 14 in other towns of the region.

Vladimir Putin and FIFA President Gianni Infantino were shown around FC Krasnodar’s new stadium. Construction began in April 2013 and ended in September 2016. The arena has 34,291 seats and a cable-stayed roof that covers all stands. The stands have an infrared heating system that keeps spectators warm in cold weather. The football pitch with a playing area of 105 by 68 metres was built using the full range of modern technologies, like heating/cooling, turf aeration and stadium lights. The stadium has the necessary equipment to be used as a venue for UEFA and FIFA tournaments.

While touring the stadium, President Vladimir Putin and FIFA President Gianni Infantino talked to representatives of leading Russian volunteer associations. Vladimir Putin noted that the volunteer movement in Russia is expanding. There will be 5,800 volunteers at the Confederations Cup taking place between June 17 and July 2, and 20,000 volunteers at the 2018 World Cup. A record number of applications in the entire history of the championships were received – some 177,000 from 190 countries.

Before the meeting, the President visited the Champion training centre facilities, in particular those for wrestling and artistic gymnastics, where he briefly spoke with young athletes.

The Champion training centre features 11 halls for nine sports, including artistic gymnastics, acrobatics, rhythmic gymnastics, wrestling, boxing, weightlifting, fencing, shooting and trampolining. The total area of the centre is 43,750 square metres. Equipped with state-of-the-art sports and technical equipment, Champion can host high-level competitions and major events.

President of Russia Vladimir Putin: Good afternoon, colleagues,

The council’s meeting today will focus on the training of the reserve and national sports teams. This concerns not only the forming a decent succession of athletes for elite sports. The priority is to bring up a healthy young generation that will share the values of active lifestyle and physical culture.

We do have a system of sports training for children and young people, which has evolved over decades. But modern trends in world sports, scientific innovations, new technologies and new challenges call for a major revision of existing methods and approaches.

Our goal is to ensure the competitiveness of young athletes, of Russian sport as a whole, to maintain leading positions in many areas. First of all, we need to ensure continuity in the preparation of our athletic reserve: from extracurricular sports at schools to sports universities, from local teams to national teams.

Additional education programmes and standards in sports should be harmoniously interlinked and subject to uniform requirements, in a single training process. It is important to streamline the types of entities working for the sports reserve, their status, and the names – you would probably agree with me that it's time we figure them out, otherwise it would be easy to get confused. In fact, they are all engaged in the same process – in fostering athletes. Therefore, they should have universal names regardless of departmental affiliation. They need to have a clear monitoring system and, most importantly, be guided by general federal standards of sports training.

We should also think about support for gifted children. A system of grants for promising athletes is already working in a number of regions. I think it possible to implement this system at the federal level. This will help identify the best of the best and lead them to success. Funds for these purposes must be found, including – I have already talked about this more than once – by reducing the financing of professional sports, at least through the channels often used now to provide money, very large amounts and not always justified.

Competitions have always been and still are an integral part of sports education and identifying gifted young athletes. The Russian sports calendar is diverse and packed, but it clearly lacks some high-profile national event that would give sports fans an opportunity to see our best athletes representing various sports.

It may be recalled that back in 2013 we made the decision to hold summer and winter nationwide Spartakiad games in Russia in events on the Olympic and Paralympic programmes. However, that decision was not completely carried out in practice even though we had everything that was required for that. We have made modest attempts to carry it out but have not done that to the fullest extent possible.

At the same time, top-level national combined competitions – the biggest sports festival uniting the country – are more relevant today than ever. Furthermore, it is essential to ensure the participation of foreign athletes, which will make these competitions more attention-grabbing, competitive and attractive to both spectators and host regions.

I ask the Government to take responsibility for the preparation and conduct of these Spartakiad games and to reflect the topics that we will discuss today in the concept for preparing Russia’s sport reserves and coordinate it with the regions.

For their part, the regions should update their lists of the core sporting events that they selected in their time, taking into account their ability to strictly comply with federal standards.

Talking about the sports reserve, it would be wrong to bypass the issue of ending a competitive career in sports.

First, additional measures are needed to allow those who honourably represented the country in sports to acquire new career opportunities and apply their talent and experience.

Second, it is necessary to consider ways of providing support to silver and bronze medallists of Olympic Games who have reached pension age. At present, this is done by the Russian Olympians Foundation. However, it was created – I created it myself, I initiated it, and I remember the original idea very well – to provide assistance to active athletes. And it should focus on this alone, especially considering that the next Winter Olympic Games are just around the corner. Here, I would like to observe that the results of the past winter season could have been better, to put it mildly.

Today, Pavel Kolobkov will talk about preparations for the 2018 Games in Korea and the next games, in Japan and China.

I would like to draw your attention to the region where the Olympic Games will be held. We should do our best to ensure that our national teams train for these games in similar geographical conditions and at the same time we should begin to identify and support promising athletes with a view to the 2024 Games. Today, Vitaly Smirnov will also brief the Council on the nationwide plan to fight doping.

Vladimir Putin: As for the first question. A very important issue is the training of the sports reserve. I want to thank my colleagues who worked on the preparation of today's discussion. We will take into account all comments that were made during our discussion today and will add them to the final documents.

As for the national plan to fight doping in Russian sports. I would like to once again thank Mr Smirnov and all our colleagues who worked on this. We know the conditions they had to work under. This was an enormous task, and the work was done based solely on the principles of ensuring that sport is clean. And I think they did their best.

I agree with Mr Zhukov’s initiative that the commission should continue to work and assume the functions of independent monitoring and oversight of the implementation of a set of measures to be approved by the Russian Government in the near future based on the proposed document.

The most important thing is to create a zero-tolerance attitude towards doping in general. Perhaps it makes sense to talk about changing the applicable code. Although, I have to agree with what Mr Lukin said. I analysed the plan carefully and saw that it is really comprehensive and important. I just want to draw attention to one thing.

We know that the World Anti-Doping Agency strongly supports an idea, stated here at the end of the second section. It is about adopting and implementing measures to develop the so-called “institution of informers.”

For our country, this has special meaning. We are well aware that tragic pages in the history of our state are closely connected with this institution. Stalin's mass political repression is associated with this institution. For us, this is of particular significance. And if WADA insists on this, then I understand the authors of this plan, but for us it is very important that this institution does not quietly migrate into other spheres of life here. I want to draw your attention to this.

And it is necessary to treat this with great care, taking into account the main, noble goal of this plan, namely fostering a zero-tolerance attitude to doping and ensuring that Russian sport is clean. Of course, this is the number one task, and we all must work to implement this plan and achieve this main goal.

If we go back to the first question – the training of the sports reserve – we understand that future results in high-level sport and the resolution of the main task – promoting a healthy lifestyle and the health of our citizens – depend on a comprehensive approach to addressing this task. Sport and physical culture are directly related to this extremely important task, which we are trying to address and are discussing today.

Dmitry Medvedev: Russian Ambassador Extraordinary and Plenipotentiary to Turkey Andrei Karlov was killed in Ankara on 19 December 2016. He was shot in the presence of many people, and the photographs of his murder spread around the world within minutes.

Andrei Karlov was a career diplomat from a family of diplomats. He upheld the interests of his country faithfully and courageously, doing his best to promote ties with Turkey at a difficult period in our bilateral relations.

Today, a memorial plaque to Hero of the Russian Federation Andrei Karlov has been unveiled in the Russian Consulate General in Istanbul, in the ambassadorial gallery memorialising renowned Russian diplomats.


Question: What concrete results did the BSEC meeting yield?The murder of a diplomat whose task is to develop bilateral relations is a heinous crime. The duty of a diplomat, his service, is special, and Andrei Karlov gave his all to it. We will never forget this.

Dmitry Medvedev: Today its members demonstrated their desire to develop economic cooperation in the Black Sea area. The members of the Organisation of the Black Sea Economic Cooperation include more than just the countries that have access to the Black Sea because the development of many border countries depends on the economic progress of the Black Sea area.

We discussed what was done in the past 25 years and how best to use BSEC instruments. We have a bank and Russia has a meaningful share in it. Dozens of projects have been funded but there could have been more. This depends on the initiative of the BSEC member states.

We have started financing project activities and allocated the first sums for such projects. We would like to hope that other countries will follow suit.

There are many transnational projects for Black Sea cooperation, for instance, the so-called Ring Road. If we carry out this project, perhaps with the participation of a number of countries outside the region, it would be useful for the entire Black Sea area.

Question: Today the Ukrainian representative had some very tough words. He said the differences between Russia and other members on the status of Crimea are actually blocking the work of BSEC. Is this really so and how will this affect Russia’s participation in the work of BSEC under the Ukrainian chairmanship?

Dmitry Medvedev: I think our Ukrainian colleague made his point, so to speak. He had instructions from the Ukrainian Foreign Ministry and read them from a piece of paper in Ukrainian. However, this has not changed our position on Crimea in any way, which is based on the will of the citizens of Crimea and the changes made to the Constitution of the Russian Federation.

As for the Ukrainian chairmanship, if the goal of it is to develop economic relations, we are open to this. Ukraine was hardest hit by the destruction of relations with the Russian Federation and other members of the Eurasian Economic Union, because these relations are significantly linked with us in one way or another.

If they want to promote cooperation in the Black Sea area, we are open to this; if they don’t want to, that’s up to them. The Ring Road project would certainly be useful for all states, including Ukraine, but such projects cannot be carried out without the consent of all states.

We will continue working under the Ukrainian chairmanship and in other periods. We believe this organisation does useful work.

Question: Today a declaration on lifting reciprocal trade restrictions was adopted with Turkey. When will the corresponding decision by the Government follow, and what commodity groups will it concern?

Dmitry Medvedev: The decision will follow immediately, according to Government regulations. My colleagues will prepare amendments to certain governmental acts and I will sign them. We have reached an agreement with Turkey: we will be taking reciprocal steps because certain restrictions existed on Turkey’s end as well.

As for commodity groups, it’s mostly fruit and vegetables, except tomatoes, as we have maintained our position in view of the investments that we have made in the industry and which, we believe, should not be wasted. This concerns restrictions on using labour and the so-called sectoral restrictions on doing business along different lines, including construction and some others. Governmental acts will be adopted along all these lines. We expect symmetrical decisions on certain items on Turkey’s part.

Question: How do you assess the security situation at Turkish resorts?

Dmitry Medvedev: The security situation at Turkish resorts depends on decisions adopted by Turkey because tourist safety is completely the responsibility of the host country and the companies involved. However, we cannot turn a blind eye to this issue. We have prepared a special document entitled “Recommendations for Our Turkish Partners” which could be used to guarantee the necessary level of safety for tourists.

Our Turkish partners received these recommendations with gratitude and are trying to follow them. We proceed from the assumption that, within the bounds of the agreements reached, Turkish authorities will do their best to provide security for the large number of Russian tourists arriving in Turkey for summer holidays.

Question: Construction of the Turkish Stream gas pipeline has begun. What are the prospects of this project? How is the process of coordinating the extension of Turkish Stream through Europe going?

Dmitry Medvedev: This is an ambitious infrastructure project, which promotes the development of our country, Turkey and the whole of Europe. Turkish Stream did not come out of nowhere: it is the realisation of previously adopted ideas and existing projects, on the one hand, and the result of the European Union’s refusal to implement the South Stream project, on the other hand. We think the decision went beyond economic considerations and primarily affected European countries themselves. But that project was shuttered, and now we are working on Turkish Stream. We began to lay the underwater part of the pipeline, which will have a length of almost 1,000 kilometres. The surface section of about 200 kilometres will be built in Turkey.

In total the pipeline will consist of two lines, with the first to completely focus on the Turkish market and the second to supply gas to European states.

Through negotiations with a number of European countries (including Greece and Bulgaria), we are determining the entry point in Europe. There are different proposals.

First of all, when making such decisions, we should analyse economic factors, as the gas pipeline is not a political but purely economic project. And after that, the capabilities of other European countries will be added in.

Ultimately, the implementation of these plans on the European continent, in EU countries, depends on decisions to be taken by European countries. We are not going to impose on anyone. We believe this is an interesting, mutually beneficial project that requires necessary decisions to be taken. Based on these factors, consultations are underway regarding which countries will participate in supplies as part of the second line of the Turkish Stream gas pipeline.

Igor Dodon: On behalf of Moldova, I would like to thank Russia for the specific steps it has taken since the beginning of this year. There has been significant progress on the issues agreed with Vladimir Putin in early January, including in terms of exports and migration policies. In the first three months of this year, Moldova’s exports to the Russian Federation increased 42 percent, and surged five to seven times in specific product categories that are of special interest to us, such as agricultural products, wine and apples.


Thank you very much for the assistance Russia provides to our immigrants. There have been several legalisation waves in Russia, and tens of thousands of immigrants were able to obtain legal status.

Dmitry Medvedev: We are meeting on the sidelines of the meeting of the Organisation for Black Sea Cooperation, which is a great opportunity to compare notes and assess progress in the implementation of your agreements with the Russian President, as well as the overall state of economic cooperation. In recent years there have been quite a few issues, but we now have an opportunity to move forward and resolve the existing issues. Let’s discuss the approaches that can be used, including those that can help solve the system-wide issues that have accumulated in relations between our two countries recently. I hope they will be resolved in the future.

The decision to create the Organisation of the Black Sea Economic Cooperation (BSEC) was a far-reaching one. A pragmatic forum of countries that differ politically, economically and historically, BSEC has nevertheless managed to create an atmosphere of trust. It has proved its expedience as an effective mechanism that offers broad cooperation opportunities in 18 areas.

Bilateral trade between Russia and many BSEC countries grew substantially last year, yet the overall trade volume between BSEC countries continued to decrease largely due to insufficient investment and imbalances in trade structures.

Russia is a party to agreements on trade facilitation and sectoral cooperation. Russia is working in several formats. We are developing the Eurasian Economic Union (EAEU) and creating a barrier-free environment for the movement of goods. The EAEU is open to interaction. Last year, we created a special free trade zone with Vietnam and several other countries. We should work towards creating a common space for all integration associations, including Eurasian partnership, the Shanghai Cooperation Organisation and several other organisations.

Our organisation could become more closely integrated into the regional system of cooperation. We should develop strong ties with other international and regional organisations, banks and foundations in order to use them to create a broad comprehensive partnership.

Like other countries here, we are implementing many large bilateral projects with our BSEC partners in aircraft manufacturing, machine building, the chemical industry and metallurgy.

There are not enough multilateral projects. A mechanism for project-oriented cooperation has been created at Russia’s initiative. This approach can be also used in vital areas such as energy efficiency, green technology, SME development and export support.

We must boost the development of modern technology such as the IT infrastructure and bolster transport connectivity, including navigation on the Black Sea by creating new routes, promoting ferry and multimodal transport, modernising port infrastructure and building a ring road around the Black Sea. It would be wise to do this in relation to other international programmes in the region, including in integration formats; all the more so since several such formats can be used to achieve the BSEC goals that were formulated during the organisation’s establishment.

The Black Sea is our common wealth and heritage. All of us want to make it a region of stability and prosperity and draw practical economic benefits from our proximity to the sea. I am convinced that we can do this.

Participants discussed the situation in Syria with an emphasis on the US strike on Syria the day before. It was noted that such actions were illegitimate and seriously hampered the process of establishing de-escalation zones and the entire intra-Syria settlement process.

President of Russia Vladimir Putin: Mr Medvedev, I asked the Government to prepare an economic development plan and identify promising development areas and ways of achieving these goals between 2017 and 2025. I am referring not only to internal political plans and the domestic political agenda but also to the fact that we had to adjust our 2020 blueprints accordingly, and then the year 2020 is not too far away.

Regardless of personalities, regardless even of the internal political timetable, the country should have clear-cut, comprehensible economic and social development plans.

We know – and you know – that various expert groups are working in line with my directives, but there is no doubt that the work accomplished by the Russian Government should lay the groundwork for all the proposals that have been put forward.

Now I suggest we discuss the Government’s proposals and then consider the results of the work done by various expert groups, after which a final decision will be made.

Prime Minister Dmitry Medvedev: Mr President, in keeping with your directive, indeed, the Government has drafted a comprehensive plan – general approaches to economic and social development between 2017 and 2025, bearing in mind the goal that was set in the Presidential Address, specifically achieving economic growth rates in 2019–2020 at and above the world average. This will enable our economy to develop faster and achieve the main social goals.

This is the focus of the plan as such. It includesa lot of varied proposals, which, as you have just said, can be discussed, bearing in mind that experts are also working on this (by the way, we are also in direct contact with them, naturally, discussing various proposals), and then consider the final version, which can be used as a basis for action.

Vladimir Putin: Very well, agreed. Let us talk in detail about the Government’s proposals, and when our colleagues from the expert groups submit their materials, you and I will study everything very closely again and draw conclusions as to the most promising, interesting and expedient ideas in terms of practical application for generating maximum impact.

The 7th St Petersburg International Legal Forum

The St Petersburg International Legal Forum was launched in 2011 and is a major platform for dialogue between politicians, lawyers, economists and scientists who represent various economic and legal systems.

The forum seeks to promote ways to modernise the law in the changing global environment, including ways to optimise cooperation between legal systems and work out common approaches to developing new laws in today’s world, to modernise Russian law by using the best foreign practices for drafting and administering laws, and to assist in the development of modern legal sciences and legal education in Russia and throughout the world.

The forum’s agenda this year includes discussions on the regulation of modern technologies and their influence on the legal profession, antimonopoly regulation, financial and investment policies, Russia-Asia cooperation, and the regulation of marketing cultural values. The theme of this plenary session is Law in the Global Context.

The 7th St Petersburg International Legal Forum

Dmitry Medvedev: This forum has met for the seventh time and is the largest venue in the world for different types of lawyers representing different legal systems.

This year, the forum has convened over 3,500 participants from 70 countries.

Like other professionals, lawyers need to determine the place their profession holds in the new global system of coordinates.

On the one hand, we must ensure the supremacy of the law, implement the basic legal principles in practice and maintain public trust in the law and stable legal relations in the economy. On the other hand, the world is not a static organism. New knowledge is accompanied by new challenges, and we need to learn to react to them adequately.

We must learn to interpret the existing legal standards so that the law remains the main method of settling conflicts in our society at all levels. The law is the instrument that can help us balance traditions and modernisation in the globalised world.

This is the age of smart law, which must be flexible yet clearly defined. Legal structures must be compatible with new achievements in research and technology, and people must be reliably protected by the existing legislation.

In this situation, every competent lawyer must not just be a good professional generally but also become a subject matter expert. To be competitive, you must acquire knowledge on related subjects.

The global legal space is changing every day because new legal decisions are made, new laws come into effect and new standards are drafted and adopted. We must take all of this into account, including also because of the ongoing globalisation. This is why the national legal frameworks must simultaneously react to external challenges in two areas.

The first concerns the effect of high technology. The advancement of high technology into the legal sphere has changed the methods for the proliferation of legal material and the system of communication between agencies, clients and courts. We see the rapid proliferation of the so-called distributed database technology or blockchain. We are actually witnessing the formulation of standards for the regulation of the internet, the operation of the law in cloud computing and social media, online trade and the use of unmanned vehicles.

Artificial intelligence is unlikely to replace human lawyers in the near future. We will need balanced, universally recognised and clear rules of behaviour and social interaction even when we create new interaction algorithms. So far, there is no alternative to the law as an instrument of social justice and stability.

The influence of supranational organisations is sometimes described as soft law. A relevant example is the operation of various UN bodies, including the UN Commission on International Trade Law. Over the 50 years since its establishment, the commission has found solutions to current legal issues, such as e-commerce, cloud technology and transnational insolvency.

Hundreds of researchers working at academic centres around the world and self-regulating communities that unite entrepreneurs contribute to modernisation of the global legal infrastructure.

Since global markets have no territorial boundaries, national localisation, or association with a particular regulation, many solutions should actually be more conveniently sought in a soft law format. This also applies to smart society issues.

When we come into direct contact with the so-called blockchain, that is distributed networks, it would be advisable that we at least have an idea of what the basic regulation parameters will look like, and the role of national legislations in this sphere. Even with the understanding that the blockchain per se is an absolutely autonomous system, the value of which lies in the fact that formally nobody can affect it. But things are much more complicated in human society. I just want us to start thinking about legal regulation parameters.

There are many complex issues that cannot be resolved within the framework of national legislation and national practice. However, this does not mean that we should neglect the national legislation provisions. First, we need to conduct an open discussion on all these issues, take into account the risks and challenges that we and our foreign colleagues are faced with, and adopt the best practices. We should not be shy of using international regulation, if we manage to reach proper agreements (creating new conventions in the future).

This approach should also be used in improving regulation in a number of traditional industries, such as subsoil use, environmental protection, energy, and construction, and, of course, in combating new threats, such as cybercrime or the use of the latest technology by terrorists.

Both high tech and the above-mentioned soft law not only create challenges for jurisprudence, but also stimulate the development of traditional law, including also because they allow us to plan the agenda for tomorrow or to determine the things that need to be started right now.

I will name three priority areas which the Russian authorities, including the Government, take into account.

The first is the maintenance of stability of civil law, primarily the right to property as the cornerstone of modern society. The principles of civil law allow the public to feel comfortable and businesspeople to know that their investments are protected by the law.

We must continue to align our legal framework. The Government knows that the Russian economy and business want us not just to formulate adequate rules of behaviour but also to create effective mechanisms for the protection of their interests.

It is believed in some countries that laws are for lawyers. In this sense, we try to steer a middle course, so that even people who have little to do with jurisprudence understand our laws.

Some laws are adjusted in courts. Many cases are taken to the Constitutional Court exactly because a law is misunderstood or misinterpreted.

We have modern codes of law and codified acts for the majority of the types of law, that is, civil law, criminal law, tax law and procedural law. However, we need a cross-systemisation of laws and standards regulating the economy. I am convinced that this will help us improve the quality of legal regulation, especially in the sectors where numerous technical standards are applied. We are working on this within the framework of a reform of the regulatory authorities. The most important thing here is that this systemisation will help us ease the total and overpowering control of our business. As a result, this will make life easier for small and large enterprises, individual sectors in industry and agriculture and the economy as a whole.

And third, we need to enhance public trust in our legal system.

Commercial courts are the most effective method of settling disputes between states and companies. Settling a dispute in a court, either a national or supranational one, is the right way, with the exception of situations when cases are addressed to an international court without the agreement of the defendant state. This is a dangerous tendency that contradicts the essence of international litigation.

We support the development of professional and independent commercial courts in Russia. We have adjusted our legislation in this sphere, but this work is not over yet.

The demand for legal regulation has not decreased in the globalised world. Moreover, the more rapidly the economy and life are changing, the more often people need legal protection.

We must use the best judicial practice and the legal practice in general, learn from each other, certainly respect each other, exchange experience and establish a balance between the national law and international legal regulation.

Η «ΠΟΛΙΤΙΚΗ» γεννήθηκε το 2000,ως συνέχεια του Περιοδικού «ΑΧΑΡΝΕΩΝ Έργα». Δημιουργήθηκε από Επαγγελματίες Εκδότες με δεκαετίες στον τομέα της Διαφήμισης, των Εκδόσεων και των Δημοσίων Σχέσεων και αρχικά ήταν μια Υπερτοπική Εφημερίδα με κύριο αντικείμενο το Αυτοδιοικητικό Ρεπορτάζ.

Επί χρόνια, κυκλοφορούσε την έντυπη έκδοσή της σε ένα ικανότατο τιράζ (5000 καλαίσθητων φύλλων εβδομαδιαίως) και εντυπωσίαζε με την ποιότητα της εμφάνισης και το ουσιώδες, μαχητικό και έντιμο περιεχόμενο της. Η δύναμη της Πένας της Εφημερίδας, η Ειλικρίνεια, οι Ερευνές της που έφερναν πάντα ουσιαστικό αποτέλεσμα ενημέρωσης, την έφεραν πολύ γρήγορα πρώτη στην προτίμηση των αναγνωστών και γρήγορα εξελίχθηκε σε Εφημερίδα Γνώμης και όχι μόνον για την Περιφέρεια στην οποία κυκλοφορούσε.

=Επι είκοσι δύο (22) χρόνια, στήριζε και στηρίζει τον Απόδημο Ελληνισμό, χωρίς καμία-ούτε την παραμικρή- διακοπή

. =Επί είκοσι δυο ολόκληρα χρόνια, προέβαλε με αίσθηση καθήκοντος κάθε ξεχωριστό, έντιμο και υπεύθυνο Πολιτικό τόσο της Τοπικής όσο και της Κεντρικής Πολιτικής Σκηνής. Στις σελίδες της, θα βρείτε ακόμα και σήμερα μόνο άξιες και χρήσιμες Πολιτικές Προσωπικότητες αλλά και ενημέρωση από κάθε Κόμμα της Ελληνικής Βουλής. Η «ΠΟΛΙΤΙΚΗ» ουδέποτε διαχώρησε τους αναγνώστες της ανάλογα με τα πολιτικά τους πιστεύω. Επραττε και πράττει το καθήκον της, ενημερώνοντας όλους τους Ελληνες, ως όφειλε και οφείλει.

Η ΕΦΗΜΕΡΙΔΑ «ΠΟΛΙΤΙΚΗ», στην σημερινή ηλεκτρονική έκδοσή της, είναι ένα βήμα Ισονομίας και Ισοπολιτείας, έννοιες απόλυτα επιθυμητές, ιδιαιτέρως στις ημέρες μας. Το έχω γράψει πολλές φορές και θα το γράψω και τώρα που καίγεται η Βαρυμπόμπη. Το ήξερα, το περίμενα. Οι καταπατητές της περιοχής που δρούν εδώ και δεκάδες χρόνια ανενόχλητοι στην περιοχή της Βαρυμπόμπης δεν έχουν σταματημό, ΑΦΟΥ ΔΕΝ ΕΧΟΥΝ ΚΑΝΕΝΑ ΕΛΕΓΧΟ.

Θέλοντας να πουλήσουν ό,τι ακόμα προλάβουν και ιδιαίτερα «ΔΙΑ ΛΟΓΟΥ» χωρίς συμβόλαια και νόμιμες διαδικασίες, δεν θα αφήσουν ούτε ένα χλωρό φύλλο ούτε στην Βαρυμπόμπη ούτε στην Πάρνηθα. Αυτό που τους εμποδίζει είναι ο χαρακτηρισμός «δασικά» των εκτάσεων και αυτόν θα πολεμήσουν με τον δικό τους «μοναδικό» τρόπο. Οι «κωφοί» του τόπου, τα πουλημένα τομάρια που συναινούν δια της σιωπής τους, ή «μυξοκλαίνε» για τα καμένα δάση έχουν τεράστια ευθύνη. Κανείς δεν τους πιστεύει πια και η Πάρνηθα είναι ΚΑΤΑΔΙΚΑΣΜΕΝΗ αν δεν γίνει κάτι. Από ποιους; Μόνο στον Δένδια έχω αυτή την στιγμή εμπιστοσύνη, σε κανέναν άλλον. Όλα στον τόπο μου ΕΧΟΥΝ ΞΕΠΟΥΛΗΘΕΙ εδώ και 30 χρόνια. Αποχαιρετήστε για πάντα την Πάρνηθα ΑΝ Ο ΝΟΜΟΣ ΔΕΝ ΞΕΚΙΝΗΣΕΙ ΕΔΩ ΚΑΙ ΤΩΡΑ ΕΛΕΓΧΟ ΣΤΙΣ ΠΩΛΗΣΕΙΣ ΤΗΣ ΒΑΡΥΜΠΟΜΠΗΣ, ποιοι τις κάνουν, με ποιο τρόπο, ποιοι ενέχονται, τι περιουσίες έχουν αποκτήσει, πως πουλάνε, τι έχει απομείνει για να πωληθεί.

Και μόνο αν η ΔΙΚΑΙΟΣΥΝΗ κινηθεί ΑΜΕΣΩΣ. Αλλιώς, η Πάρνηθα είναι ήδη ΧΘΕΣ. Όπως και η Βαρυμπόμπη.
