The plan to rebuild rural America
“Throughout American history, we have been recognized as a global leader in many areas, but we are in distinct danger of squandering advantages we hold over other countries when it comes to our infrastructure system,” Agriculture Secretary Sonny Perdue writes this week in the pages of the Des Moines Register.
Secretary Perdue is right—and he wisely points out that President Donald J. Trump’s infrastructure plan would steer the Nation back toward prosperity, “particularly in rural America.”
Here is how:
  • President Trump’s plan allocates $50 billion, a quarter of all Federal funds in the plan, to empower rural America to address the infrastructure needs of its communities.
  • The plan will give states the flexibility to address the unique needs of their rural residents without a flurry of bureaucratic commands from Washington.
  • The Rural Infrastructure Program will build upon efforts the Administration has already undertaken to expand broadband access in rural America.
“We have to make sure American farmers and their families, wherever they may be, wherever they may go, have the infrastructure projects that they need to compete and grow,” President Trump said.

‘The end of immigration enforcement in America’
Last week, Senate Judiciary Committee Chairman Chuck Grassley (R-IA) introduced legislation that would provide a pathway to citizenship for 1.8 million DACA-eligible illegal immigrants in exchange for border security resources and reforms to America’s broken Visa Lottery and chain migration immigrant systems.
“A simple, common-sense framework that can address everyone’s concerns,” Sen. Grassley called the bill last week.
Regrettably, Senate Minority Leader Chuck Schumer (D-NY) led an effort to propose entirely new legislation that ignores the deep problems with the Visa Lottery and chain migration systems altogether. The Department of Homeland Security offered its stark assessment: The Schumer bill “would be the end of immigration enforcement in America.”
Here is an in-depth comparison of the two proposals:

‘Small-business confidence hits record high’
“Small-business confidence is surging in 2018 as optimism rises among small-business owners about the newly enacted tax-reform package,” Kate Rogers writes for CNBC.
The Small Business Confidence Index, produced by CNBC and SurveyMonkey, confirms the findings from numerous recent polls: Americans are seeing positive results from the Tax Cuts and Jobs Act that President Trump signed shortly before Christmas. The index ticked up five points, from 57 to 62, reaching a record high with the largest quarter-to-quarter surge seen since the index launched.
Furthermore, a majority of Americans now support the tax law, according to a New York Times poll conducted by SurveyMonkey earlier this month. “Public opinion is moving in the direction of this bill,” Chief Research Officer for SurveyMonkey Jon Cohen said to the Times.

POTUS TODAY

This morning, President Trump will discuss the Economic Report of the President with the Council of Economic Advisers before having lunch with the Administrator of the Small Business Administration. This afternoon, the President will meet with trade union leaders and later, along with Vice President Mike Pence, host a listening session with high school students and teachers.
Today, the Vice President will lead the second meeting of the National Space Council, “Moon, Mars, and Worlds Beyond: Winning
The days after Parkland
Following last Wednesday’s horrific shooting at a Parkland, Florida, high school, President Donald J. Trump addressed the Nation and issued a Proclamation honoring the victims and their families.
On Friday, the President and First Lady visited with survivors at a Florida hospital and addressed law enforcement officers at the Broward County Sheriff’s Office to pay their respects and express their full support. The President also spoke with local officials such as Parkland Mayor Christine Hunschofsky to receive updates and thank them for their leadership.
“Our entire Nation, w/one heavy heart, continues to pray for the victims & their families in Parkland, FL,” the President tweeted Friday. “To teachers, law enforcement, first responders & medical professionals who responded so bravely in the face of danger: We THANK YOU for your courage!”
The President also spoke with Senate Majority Whip John Cornyn (R-TX) about proposed legislation to strengthen the Nation’s background-checks system for firearms. While discussions are still ongoing, Press Secretary Sarah Sanders said yesterday, President Trump is supportive of the effort.

Presidents’ Day—or ‘Washington’s Birthday’?
Since 1971, Federal employees have enjoyed a three-day holiday weekend each February. Yet while yesterday’s sales at malls across the country may have reminded you to celebrate “Presidents’ Day,” the official Federal holiday remains “Washington’s Birthday” on the books.
Given the proximity of the holiday to Abraham Lincoln’s birthday, Rep. Robert McClory (R-IL) attempted to change the name of the holiday to “Presidents’ Day” in 1968. But the measure proved to be particularly controversial for legislators from Virginia, George Washington’s home state, and it was soon dropped.
Another fact: Washington’s Birthday is honored on the third Monday of each February, but because his actual birth date is February 22, the Federal holiday will never be celebrated on his real birthday.

Democrats punt on DACA
Last week, Senate Democrats—led by Minority Leader Chuck Schumer (D-NY)—blocked an effort to begin voting on real immigration reform that would offer a path to legalization for 1.8 million DACA-eligible illegal immigrants.
“I thought my friends across the aisle would jump at this opportunity to fulfill what they say is their top priority,” Senate Majority Leader Mitch McConnell (R-KY) said. “But they just could not take ‘yes’ for an answer. . . . They decided they’d rather come away empty handed, with no resolution whatsoever for the 1.8 million individuals they say they are championing, than accept a reasonable compromise with the president.”
President Trump noted this morning that the Democrats’ obstructionism is hurting them with American voters. “Republicans are now leading the Generic Poll [for November’s midterm elections],” the President tweeted, citing the popularity of tax cuts. “Also, they want to do nothing on DACA, R’s want to fix!”

Remarks by President Trump at Medal of Valor Ceremony
Issued on: February 20, 2018

3:49 P.M. EST
THE PRESIDENT: Thank you, thank you very much. And thank you — please — and thank you to Attorney General Sessions, and to Secretary Mnuchin, Director Pompeo, Congressman Issa for joining us for this very special ceremony.
To a very, very incredible group of heroes who we’re celebrating today, welcome all to the White House. Incredible job. Thank you.
To the families who are here with you, each of you also serves and sacrifices for your country, and so I want to thank all of the families, the great families, because you’re being honored, also. Thank you very much. Thank you. Great job. (Applause.) Right?
We’re also so pleased — and I will tell you — to be gathered here today to recognize 12 really extraordinary law enforcement officers and first responders, and to award them the Medal of Valor. And that’s a big deal.
As we come together to recognize these brave Americans, I know all of us here today, and across the entire nation, are grieving for the community of Parkland in the great state of Florida. We’re working very hard to make sense of these events.
On Saturday, I met with some of the survivors and their families, and I was moved — greatly moved, greatly moved — by their strength, their resilience; and heartbroken for the families whose loved ones were so cruelly torn from them forever. Forever and ever.
We cannot imagine the depths of their anguish, but we can pledge the strength of our resolve. And we must do more to protect our children. We have to do more to protect our children.
This week, I will be holding a number of discussions with students, local leaders, and law enforcement to develop concrete steps that we can take to secure our schools, safeguard our students, and protect our communities.
School safety is a top priority for my administration. That is why, when governors from across the nation visit the White House next week, we will be discussing, at great length, what the federal and state governments can do to keep our students safe.
This includes implementing commonsense security measures and addressing mental health issues, including better coordination between federal and state law enforcement to take swift action when there are warning signs.
In addition, after the deadly shooting in Las Vegas, I directed the Attorney General to clarify whether certain bump stock devices, like the one used in Las Vegas, are illegal under current law. That process began in December.
I just — a few moments ago — I signed a memorandum directing the Attorney General to propose regulations to ban all devices that turn legal weapons into machine guns. I expect that these critical regulations will be finalized, Jeff, very soon.
The key in all of these efforts, as I said in my remarks the day after the shooting, is that we cannot merely take actions that make us feel like we are making a difference. We must actually make a difference.
We must move past clichés and tired debates and focus on evidence-based solutions and security measures that actually work, and that make it easier for men and women of law enforcement to protect our children and to protect our safety.
In the aftermath of this evil massacre, our spirits have been lifted by the accounts of bravery at the Marjory Stoneman Douglas High School — coaches, teachers, students, law enforcement officers, and others — who have shown us that the forces of love and courage are always stronger than the forces of evil and hate.
It’s this truth that brings us together today.
The 12 patriots we honor come from many places, and serve in many different roles, but they all share one thing in common: When faced with danger, they each put the lives of others before their own. These are very brave people that I’m standing with today.
Here with us are Lieutenant William Buchanan and Emergency Medical Technician Sean Ochsenbein. Where are you two guys? Yeah, that’s what I thought. (Laughter.) Good looking guys. That’s good.
They were both off duty near Elizabethton, in the great state of Tennessee — and it is a great state — when they saw a smoldering car with a passenger trapped inside.
They braved smoke, fire, and the danger of explosion to rescue the man. And they saved his life. People thought it would be impossible to save his life. William, Sean, thank you both very much. Great job. Great bravery. (Applause.)
Fire Engineer Stephen Gunn is also here. He was first on the scene of a dangerous fire started by an arsonist in Phoenix, Arizona. As flames engulfed the home, Engineer Gunn charged inside to save an unconscious man.
Within seconds, Stephen’s helmet began to melt and his skin began to burn — not good — but he carried the man out before the house collapsed. And that’s by seconds.
Engineer Gunn, I understand you keep your melted helmet as a reminder of that day. Now, you will have a symbol of our nation’s gratitude to go alongside of that very charred helmet. Something much prettier than that helmet. Beautiful medal. Thank you very much. Great job. Thank you. Thank you. (Applause.)
On a February evening in California, Harbor Patrol Officer David Poirier, Jr., of Redondo Beach Fire Department was aboard a patrol boat with the captain when they received a call that people were drowning in the ocean. Four people who had been fishing along the sea wall were swept into the ocean by raging waves. This was a rough day.
Officer Poirier jumped into the dark, icy water and helped get the three survivors on top of a rock, while the captain went back for more help. And that on top of the rock was a rough stay for all of them.
Each time waves crashed over the rock, they were all tossed back into the water. But again and again, Officer Poirier rescued them until more help arrived, and saved the lives of those three people.
Officer Poirier, a job well done. Thank you. Thank you. Thank you. (Applause.)
When a gunman began firing at the employees of Excel Industries in Hesston, Kansas, Chief Douglas Schroeder charged into the building without any backup whatsoever. He closed in on the shooter, dodging bullets and firing back, until he stopped the killer cold.
Chief Schroeder, you saved a lot of lives. Thank God you were there. Thank you, Chief. Thank you. (Applause.)
Officer Andrew Hopfensperger, Jr. — that’s a very important “Jr.,” isn’t it? Huh? I know you’re very proud of your father — was patrolling the parking lot of Antigo High School in Wisconsin, during the school’s junior prom, when he heard a burst of gunfire. Within 19 seconds, he found the shooter, and took him down just before he was about to kill 4 innocent students.
Andrew, incredible job. Thank you very much. Thank you. Thank you. (Applause.)
Finally, when terrorists attacked defenseless employees of the San Bernardino Department of Public Health, six of the heroes with us today chased them down and put an end to their sinister rampage, which was going to get a lot worse.
During the attack, Officer Nicholas Koahou was shot in the leg. But he continued to fight back, despite a really horrific wound.
Today, we are fortunate to honor him and the rest of that amazing team — Corporal Rafael Ixco, Detective Bruce Southworth, Deputy Shaun Wallen, Detective Brian Olvera, and Investigator Chad Johnson. Thank you all very much. That’s great. Great. (Applause.)
Some fantastic stories, and we thank you. To each of the 12 heroes who are about to receive the Medal of Valor, you have earned an eternal place in the gratitude, in our history, and in our hearts. Through your service and sacrifice, we are reminded that America’s greatest treasure is her people. In your courage, we see America’s strength. And in your character, we see America’s soul.
And today, one proud nation says to all of you: Thank you, God bless you, and God forever bless these great heroes. (Applause.) Fantastic. Thank you, fellas. Nice work, gentlemen. Thank you so much.
Now I’d like to ask the military aide to come forward and read the citations.
MILITARY AIDE: Medal of Valor, presented to Lieutenant William Buchanan of the Avery County, North Carolina Sheriff’s Office and Emergency Medical Technician Sean Ochsenbein of the Putnam County, Tennessee Rescue Squad.
For thinking quickly and acting courageously to rescue a man from a burning vehicle following a violent two-car collision. The two officers had never met and were off duty at the time of the accident, but their coordinated and selfless actions ensured the safety of the driver.
(The Medal of Valor is presented.) (Applause.)
Engineer Stephen Gunn.
Medal of Valor, presented to Engineer Stephen Gunn of the Peoria, Arizona Fire-Medical Department
For stepping through smoke and flames to rescue an unconscious man from a house set on fire by an arsonist. As the intense heat melted his helmet and burned his skin, Engineer Gunn managed to remove the victim from a room engulfed in flames.
(The Medal of Valor is presented.) (Applause.)
Firefighter/Harbor Patrol Officer, David Poirier, Jr.

For singlehandedly saving the lives of four students who were targeted by a gunman and preventing the deaths of many others during a shooting at a prom.
(Medal of Valor is presented.) (Applause.)
Officer Nicholas Koahou, Corporal Rafael Ixco, Detective Bruce Southworth, Deputy Shaun Wallen, Detective Brian Olvera, District Attorney Investigator Chad Johnson.
Medal of Valor presented to Officer Nicholas Koahou of the Redlands, California Police Department; Corporal Rafael Ixco, Detective Bruce Southworth, and Deputy Shaun Wallen of the San Bernardino County, California Sheriff’s Office; Detective Brian Olvera of the San Bernardino, California Police Department; and District Attorney Investigator Chad Johnson of the San Bernardino, California County District Attorney’s Office.
For bravely pursuing two heavily armed assailants who had killed 14 people in an attack on a San Bernardino, California workplace. The officers sustained fire from assault weapons before mortally wounding both terrorists.
(Medals of Valor are presented.) (Applause.)
THE PRESIDENT: Very brave people. I want to thank you in particular. And enjoy the rest of your day, folks. We’re doing some incredible things in our country and you’re starting to see.
And we will be working very, very hard on that horrible, horrible issue that took place last week in Florida. We’re working very hard. We’re going to come up with solutions. It’s been many, many years and there have been no solutions. We’re going to come up with solutions.
Thank you all very much. Appreciate it. Thank you. (Applause.)

Building a Stronger America: Rural Communities Need Reliable, Modern Infrastructure
INFRASTRUCTURE & TECHNOLOGY

Issued on: February 21, 2018

No longer will we allow the infrastructure of our magnificent country to crumble and decay.

President Donald J. Trump

RURAL INFRASTRUCTURE IS IN NEED OF REPAIR: Infrastructure systems across rural America have fallen into a state of disrepair, holding back rural communities.
More than a third of all major rural roads in the United States were in poor or mediocre condition in 2015 according to a report by TRIP, a national transportation research organization.
15 percent of major rural roads were rated in poor condition.
21 percent of major rural roads were rated in mediocre condition.
14 states had 20 percent or more of their major rural roads rated in poor condition, with some states having around 40 percent in poor condition.
Ten percent of all rural bridges were rated as “structurally deficient” in 2016, according to TRIP.
Small community water systems, or systems that serve 3,300 people or fewer, have $64.5 billion in funding needs over a 20 year period according to a report by the Environmental Protection Agency.
Because small water systems lack economies of scale, small cities often experience the largest percentage increase in user charges and fees.
More than 100,000 miles of rail lines have been abandoned over the past few decades, reducing critical rail access in many rural communities.

INSUFFICIENT BROADBAND ACCESS: Far too many Americans living in rural communities lack sufficient broadband access.
The high cost of rural broadband deployment has prevented commercial internet providers from installing broadband equipment in rural areas.
Insufficient broadband access has left many rural Americans without the tools they need to engage in the modern economy and use important services such as telemedicine and long-distance learning.
39 percent of Americans living in rural areas, 23 million people, lack sufficient broadband access, according to a 2016 report by the Federal Communications Commission.

RURAL PROSPERITY DEPENDS ON INFRASTRUCTURE: It is time to give rural communities the quality infrastructure they need in order to grow and thrive.
93 percent of rural Americans believe Federal investments in infrastructure are important to improving the job situation in their communities, according to a June 2017 poll published by The Washington Post and the Kaiser Family Foundation.
74 percent of rural Americans polled believe infrastructure investments are “very important” to improving the job situation in their communities.
Many industries important to the rural economy require efficient infrastructure, including energy production, manufacturing, and agriculture.
Communities with agriculture dominant economies need reliable infrastructure in order to effectively conduct business.
Effective transportation systems help reduce the prices farmers must pay for operating supplies.
The agriculture industry relies on a variety of transportation methods such as trucking, rail, and waterways to maintain the agriculture supply chain.

Growing the American Economy: The Economic Report of the President
ECONOMY & JOBS

Issued on: February 21, 2018
America is open for business, and we are competitive once again.

President Donald J. Trump

Read the Economic Report of the President here.

A GROWING ECONOMY: President Donald J. Trump’s pro-growth policies are reviving the United States economy, and the Economic Report of the President (ERP) shows a path for continued growth.
The Trump Administration is the first since that of President Ronald Reagan to see positive economic growth exceed its first-year forecast.
In 2017, the United States economy saw 2.5 percent growth in real gross domestic product (GDP), up from 1.8 percent in 2016.
Growth helped the United States economy add 2.2 million nonfarm jobs in 2017, as American workers saw the lowest unemployment rate since 2000 at 4.1 percent.
The White House Council of Economic Advisers (CEA) projects economic growth will increase to 3.1 percent in 2018, remaining above 3 percent through 2020 and adding a cumulative $1.1 trillion to the economy.
If fully implemented, President Trump’s economic agenda would lead to 3 percent annual GDP growth on average throughout the next decade.

TAX REFORM IS DELIVERING RESULTS: President Trump’s tax cuts are benefiting United States workers and businesses, providing long-term benefits and putting America on a path to greater prosperity.
The CEA projects that President Trump’s corporate tax reform will lead to a $4,000 annual wage increase for American workers.
The Tax Cuts and Jobs Act’s (TCJA) reforms and cuts to the individual tax code will raise GDP by an estimated 1.3 to 1.6 percent over the next three years.
To date, over 370 companies have announced new investments, raises and bonuses, or other benefits as a result of tax reform that will positively affect 4.1 million workers.
Through January, the CEA tallied $190 billion in new investment projects that were related to the passage of the TCJA.

REDUCING RED TAPE: By eliminating costly, unnecessary, and ineffective regulations, President Trump is freeing the United States economy.
President Trump is prioritizing the cutting of burdensome red tape and has ordered Government agencies to eliminate two old rules for every new one.
In the first eight months of the Trump Administration, Federal agencies issued 67 deregulatory actions and just three regulatory actions, far exceeding this two-for-one goal.
According to the CEA, the economics literature indicates that excessive Government regulation places a drag on the American economy, slowing productivity and stifling entrepreneurship.
The Obama Administration’s overregulation likely played a role in slow economic growth rates of the last eight years.

BUILDING A STRONGER AMERICA: President Trump wants to rebuild our Nation’s infrastructure by working with State and local governments and the private sector to spur new investment.
The CEA estimates that a $1.5 trillion investment in infrastructure, as proposed by the President, could add approximately 0.1 to 0.2 percentage points to economic growth over the next decade.
The CEA finds that growth will be encouraged through a plan that streamlines the permitting process, encourages the prioritization of spending, and optimizes use of infrastructure assets.

FAIR AND RECIPROCAL TRADE: President Trump is standing up for American workers and businesses, enforcing the rules and ensuring that trade deals are fair and reciprocal.
American producers face higher barriers to selling their products abroad than competitors do selling products in the United States.
President Trump is seeking to break down barriers to United States exports and crack down on unfair trade practices.
Given America’s comparative advantages, American energy and agriculture sectors are well-positioned to benefit from these policies and increase their exports to the rest of the world.
President Trump is also seeking to improve existing United States trade deals that did not achieve the intended result and negotiate new ones that will break down barriers to United States exports.

INNOVATION IN HEALTHCARE: The Trump Administration is focusing on policies that will promote competition, improve health outcomes, and lower healthcare costs for Americans.
Competition, choice, and innovation are key to improving America’s healthcare system.
Obamacare drove up costs and significantly curtailed choices of coverage options. Taxpayers have spent an enormous amount expanding Medicaid, without a substantial benefit to population health.
Freeing consumers and providers from excessive government regulation and promoting competition through healthcare markets will lower prices and increase choice in order to improve our national quality of life.
The CEA estimates that Americans pay more than 70 percent of the world’s patented biopharmaceutical profits among developed nations funding drug innovation.
Policies must be developed to lower drug prices for Americans and to encourage pharmaceutical companies to have other countries pay their fair share of development costs.

DEFENDING AMERICAN CYBER SECURITY: With billions of dollars lost each year to cyber-crime, American cybersecurity is of paramount importance to our economic well-being.
Using the most recent data available, the CEA estimates that malicious cyber activity lowered United States output by as much as $109 billion in 2016.
Even as information technology has increased in importance to American economic interests, the ERP indicates that the market alone may not provide sufficient incentives to invest in cybersecurity.
The ERP underscores the ever-growing importance of public-private cybersecurity partnerships, in order to manage and mitigate the risks associated with our modern economy.
