THE WHITE HOUSE's interesting latest news

Tax reform in time for Christmas
With the holiday season upon us, President Donald J. Trump is working hard with Congress to cut taxes for middle-income families and fix our Nation's broken tax code in time for Christmas. The new bill – currently making its way through the Senate – will slash taxes by some $1.5 trillion over the next 10 years and is projected to boost household incomes significantly after nearly two decades of stagnation. The new code will allow families to spend more of their hard-earned dollars toward the success of their children, while restoring America's competitive business edge and stimulating job growth.
Today, the President is meeting to discuss the bill with Senators Orrin Hatch (R-UT), Pat Toomey (R-PA), Rob Portman (R-OH), Tim Scott (R-SC) and John Cornyn (R-TX) of the Senate Finance Committee. The Administration is pleased with the growing momentum behind passing these historic tax reforms, and it looks forward to continuing to support the Senate in getting this important work done as quickly as possible.
President visits with service members on Thanksgiving
On Thanksgiving Day, President Trump traveled to Station Lake Worth Inlet in Palm Beach County, Florida, to visit Coast Guard service members and hosted a video teleconference with U.S. military personnel on missions abroad. The President spoke with members of the Army, Navy, Marine Corps, Air Force, and Coast Guard gathered on the video conference from bases in Afghanistan, Iraq, and Turkey, as well as from ships in the middle of the ocean. President Trump expressed his gratitude on behalf of the American people for these heroes’ dedication to our country.
“It’s an honor to speak with you all and to give God thanks for the blessings of freedom and for the heroes who really have this tremendous courage that you do to defend us and to defend freedom,” said the President.
Following the teleconference, President Trump visited with the Coast Guard and thanked them for their life-saving efforts following the recent hurricanes. “You saved a lot of people, and I just want to thank you on behalf of the whole country,” said President Trump.

Announcing Christmas 2017 at the White House
Today, First Lady Melania Trump officially unveils Christmas season at the White House. This year’s theme, “Time-Honored Traditions,” includes a tribute to service members with the Gold Star Family Tree, historic pieces celebrating the holiday tradition of dining and hospitality, and a nod to the first themed White House Christmas, the “Nutcracker Suite” in 1961. The State Dining Room holds the famous gingerbread house, which depicts the South facade of the White House and features Mrs. Trump’s signature Christmas wreaths.
“The President, Barron, and I are very excited for our first Christmas in the White House,” said Mrs. Trump. “As with many families across the country, holiday traditions are very important to us. I hope when visiting the People’s House this year, visitors will get a sense of being home for the holidays. On behalf of my husband and Barron, I want to wish everyone a Merry Christmas and joyous holiday season.”

“AMERICA IS WINNING THIS #CYBERMONDAY, THANKS TO PRESIDENT TRUMP”

-Jen Kerns in The Hill

There is “so much winning” this Cyber Monday as “the economy continues to boom under President Trump, and America is poised to break records again,” writes Jen Kerns in The Hill. Kerns notes this year’s Cyber Monday sales are predicted to be the highest in history because of the confidence Americans have in the direction of the economy.

With consumer confidence at a 17-year high and the unemployment rate at a 16-year low, the President is making good on his promise to return manufacturing jobs to the United States. Companies such as Toyota are planning to open factories here at home, leading Kerns to conclude that “the economy is booming and this holiday season, [President Trump] continues to make America great again.”
------------
In The Weekly Standard, Shannen Coffin argues that President Trump has the law on his side with his appointment of Mick Mulvaney as Acting Director of the Consumer Financial Protection Bureau. The Department of Justice’s Office of Legal Counsel “publicly released an opinion supporting the president’s designation,” writes Coffin, and that office “has long taken the position that the president can designate an acting official under the Vacancies Reform Act.”
------------
Nine prominent economics experts wrote a letter to Treasury Secretary Steven Mnuchin published in The Wall Street Journal explaining why both the House and the Senate tax reform bills are “pro-growth.” Both bills would spur the investment and economic activity ultimately needed to drive down the cost of reform. A Wall Street Journal editorial citing the letter agrees on that point: “A mere four years of 3 percent growth – the U.S. historical norm – could fill a $1 trillion hole.”
------------
Investor’s Business Daily says President Trump’s trip to Asia was a success, especially on the issue of trade. China announced on Thanksgiving that it has decided to “slash import taxes on some 187 consumer goods,” the editorial board explains.
------------
Writing in Fox News, Chuck DeVore thinks President Trump’s “most significant contribution to a more prosperous America is also his least understood: his assault on the administrative state.” Only four times since 1960 has the tide of liberty managed to roll back government power. Should the President prevail, writes DeVore, the decade of growth that follows would almost certainly be unprecedented. The White House

Remarks by President Trump at an Event Honoring the Native American Code Talkers

Oval Office
2:27 P.M. EST
MR. MACDONALD: Thank you, Honorable President of this great United States of America, President Trump. Thank you for inviting us, Navajo Code Talkers, to the Capitol and to the White House of this great nation we call the United States.
Today, we have with us three of the thirteen surviving Navajo Code Talkers of World War II. First, we have Fleming Begaye. Fleming Begaye is 97 years old, the oldest veteran of World War II. He survived the Battle of Tarawa. His landing craft was blown up and he literally had to swim to the beach to survive. Also, on Saipan, he also landed on Tinian where he got shot up real badly, survived one year in naval hospital.
We have Thomas Begay, also one of the Code Talkers who were on Iwo Jima, a tough battle, where Three Marine Division landed on Iwo; 5th Marine Division -- he was part of the Code Talkers within the 5th Marine Division.
Also, as if Marine Corps was not enough, he enlisted to be United States Army, and served in the Korean War. Survived that awful battle at Chosin.
My name is Peter MacDonald. I'm the president of the 13 surviving Navajo Code Talkers. I went in -- I'm 90 years old -- I went in when I was 15 years old in 1944. I was with the 1st Marine Brigade on Guam, and then went on to North China with 6th Marine Division to get those Japanese in Northern China to surrender. They didn’t want to surrender, but it took 1st Marine Division, 6th Marine Division to get them to surrender eventually. We had a separate treaty ceremony in Tsingtao, China, October 25th, 1945.
Navajo Code Talkers, in the early part of World War II, the enemy was breaking every military code that was being used in the Pacific. This created a huge problem for strategizing against the enemy. Eventually, a suggestion was made in early 1942 -- February '42, essentially -- to use Navajo language as a code.
The Marine Corps recruited 29 young Navajos, not telling them what they are being recruited for, because this was a top-secret operation. They were just asked, "Do you want to join the Marines? You want to fight the enemy? Come join the Marines." So they volunteered.
Twenty-nine young Navajos joined the Marines in 1942, after going through boot camp, passed boot camp with flying colors; combat training -- the same thing. Then entered the Marine Corps Communication School -- passed that. Then they were separated from all the rest of the Marines, took them to a top-secret location just east of San Diego -- Camp Elliott. That's where they created a military code to be used in the Pacific.
After creating 260 code words, the 29 young Marines -- half of them were sent overseas to join the 1st Marine Division. The 1st Marine Division was getting ready to go on to the first offensive movement in the Pacific, Guadalcanal.
On August 7, 1942 -- 75 years ago -- 1st Marine Division hit the beaches of Guadalcanal with 15 Navajo Code Talkers. This was the first battle where the Navajo code was to be tested in actual battle to test to see how our memory would be under heavy enemy fire. Well, three weeks after the landing, General Van De Griff, Commander of the 1st Marine Division, sent word back to United States saying, this Navajo code is terrific. The enemy never understood it; he said, we don't understand it either, but it works. Send us some more Navajos.
So that opened up the gate for United States Marine Corps, San Diego to start recruiting more and more Navajos, using the same tactics: "You want to fight? You want to join the Marines? You want to wear this beautiful blue uniform? Come join the Marines." So we all volunteered. That's how he went in, that's how he went in, that's how I went in.
Boot camp, combat training, communication schools. Then we all get separated, go to that special top-secret Navajo code school to learn to code. Initially, 260 code words, all subject to memory only. Eventually, by the time the war ended, 1945, there were 400 of us that went to war. And also, our code words grew to 600 code words, subject to memory only. In every battle two communication networks were established: Navajo communication network for all top-secret, confidential messages; the second network, English network, for all other messages.
In every battle -- from the frontline, beach command post, command ship, all other ships -- Code Talkers were used. On the island of Iwo, Major Connor said, the first 48 hours of battle, over 800 messages were sent by the 5th Marine Division, only. The first 48 hours, over 800 messages. Major Connor also said: Without Navajo, Marines would never have taken the island of Iwo Jima. (Applause.)
So thank you very much. The 13 of us, we still have one mission -- that mission is to build national Navajo Code Talker Museum. We want to preserve this unique World War II history for our children, grandchildren, your children, your grandchildren to go through that museum.
Why? Because what we did truly represents who we are as Americans. America, we know, is composed of diverse community. We have different languages, different skills, different talents, and different religion. But when our way of life is threatened, like the freedom and liberty that we all cherish, we come together as one. And when we come together as one, we are invincible. We cannot be defeated. That's why we need this national Navajo Code Talker Museum so that our children, the future generation, can go through that museum and learn why America is so strong.
Thank you very much for listening. (Applause.)
THE PRESIDENT: That's fantastic, thank you. That's fantastic. Thank you very much. Beautiful.
That was so incredible, and now I don't have to make my speech. I had the most beautiful speech written out. I was so proud of it. Look. And I thought you would leave out Iwo Jima, but you got that in the end, too. (Laughter.)
And I want to tell you -- you said you're 90 years old? That's great, because you have good genes. That means the press has got me to kick around for a long time. (Laughter.)
That was beautiful. I loved that and I loved your delivery. And the Code Talkers are amazing. And seriously, it is what I said. So what I'm going to do is give you my speech, and I want you to hold that. And I know you like me, so you'll save it. But that was so well delivered, from the heart. That was from the heart.
So I want to give you this speech because I don't want to bore them with saying the same thing you just said. And you said it better, believe me, because you said it from here. And I mean it from there too.
And you have a lot of great friends. Tom Cole is here, and you know Tom. And you know Jeff. So I want to thank you both, Jeff Denham. I want to thank you both for being here, and you too for being here.
Also, General Dunford, head of the Joint Chiefs of Staff, and General Kelly. And I have to say, I said to General Kelly --- I said, General, how good -- here he is right there, the Chief; he's the General and the Chief. I said, how good were these Code Talkers? What was it? He said, sir, you have no idea. You have no idea how great they were -- what they've done for this country, and the strength and the bravery and the love that they had for the country and that you have for the country.
So that was the ultimate statement from General Kelly, the importance. And I just want to thank you because you're very, very special people. You were here long before any of us were here, although we have a representative in Congress who, they say, was here a long time ago. They call her "Pocahontas."
But you know what, I like you because you are special. You are special people. You are really incredible people. And from the heart, from the absolute heart, we appreciate what you've done, how you've done it, the bravery that you displayed, and the love that you have for your country.
Tom, I would say that's as good as it gets, wouldn't you say? That's as good as you get.
General Kelly, just come up for one second. I want to just have you say what you told me, a little bit about the Code Talkers. Because it really has been -- learning about you and learning about what you've done has been something that I'd like General Kelly to say to the press.
Go ahead, General.
GENERAL KELLY: Well, sir, as you know, being associated with United States Marines, it's as much a cult as it is a service. And we never forget. Our motto, of course, is Semper Fidelis -- always faithful. Whether you're a young recruit at Parris Island or San Diego, or a middle-aged guy from out west, what these men did, the advantage they gave our Marines when they invaded Iwo Jima was really -- and I think it was pointed out -- was one of the very few factors that allowed us to be successful on that island.
Their ability to outwit the Japanese who were, you know, listening to this wonderful language and had no idea that a language like this existed on the Earth. What they did, very small number of men, sir, made the difference. We lost 6,000 Marines and 25,000 wounded on that island in 28 days of battle. It would have been a lot worse had we not had the Navajo Code Talkers. And I thank you.
Semper Fidelis. (Applause.)
THE PRESIDENT: So they're working on building a Navajo Code Talkers Museum. And we will help you. Okay? And we have some pretty good strength. We will help you, and you deserve it. And I want to thank you all for being here.
I assume you're the young one in the group? Are you the young one in the group? Thank you so much for being here. You're very special people. And without you, maybe the results would have been a lot different. I've heard that, actually, the results could have very well been different.
So, on behalf of the United States, thank you all. Very much appreciate it. (Applause.)
MR. MACDONALD: Mr. President, we know you'll succeed. America is in good hands. You have all top Marine Corps generals as your assistants -- (laughter) -- so we know that we're in good hands. (Applause).
THE PRESIDENT: What a group. This is a great group. Thank you all very much. Thank you.
Q What about the tax bill?
THE PRESIDENT: I think the tax bill is going very well. We had a meeting on it today. It's going to be a tremendous tax cut -- the biggest in the history of our country. You'll have to pay a lot less tax. That's okay. But we're going to have a tremendous -- I think we're going to have great receptivity.
We've had great spirit. And I will tell you the Republican senators were up. If we win, we'll get some Democratic senators joining us. If we don't win, they won't be joining us -- you understand that. But, if we win, I think we'll probably have a bipartisan bill, meaning a number of people are going to come over. But I'm not so interested in that. We're really interested just in getting it passed.
Again, it will be the biggest tax reduction in the history of our country. It will bring jobs, it will bring a lot of income coming into the country, buying product, et cetera. And, I think it's doing very well.
Q Is there a worry, though, that it benefits hedge fund owners during (inaudible) --
THE PRESIDENT: No, I think we're going to have really -- I think -- actually, I think it's going to benefit everybody. It's going to mostly benefit people looking for jobs more than anything else, because we're giving great incentives.
And we're going to be bringing back into this country probably an excess of $4 trillion -- $4 trillion -- that's outside of the country that right now, because of our tax laws, can't come back in. And we will be bringing back at least -- I think the number will be substantially higher -- but at least $4 trillion, which will immediately be put to work in this country. So I think the tax bill is doing very well and I think the Republicans are going to be very proud of it. Thank you.
Thank you.

Economists: "How Tax Reform Will Lift the Economy"

“In short, there is a substantial body of research suggesting that fundamental tax reform of the type being proposed would have an important effect on long-run GDP.”
How Tax Reform Will Lift the Economy
By Robert J. Barro, Et Al.
The Wall Street Journal
November 26, 2017
The present debate over tax reforms proposed by President Trump’s administration and embodied in bills that have passed the House of Representatives and the Senate Finance Committee has raised the basic question of whether the bills are “pro-growth”: Would the proposals raise current and future economic activity and generate federal tax revenue that would reduce the “static cost” of the reforms? This letter explains why we believe that the answer to these questions is “yes.”
Reducing Corporate Tax Rates, as Proposed, Will Increase Economic Activity
In short, there is a substantial body of research suggesting that fundamental tax reform of the type being proposed would have an important effect on long-run GDP. We view long-run effects of about 3% assuming five years of full expensing, and 4% assuming permanent full expensing, as reasonable estimates.
Another advantage of the corporate rate reduction embodied in the House and Senate Finance bills is that it would lead both U.S. and foreign firms to invest more in the United States. In addition, U.S. multinational firms would face a reduced incentive to shift profits abroad, which would raise federal revenue, all else equal.
Lowering Individual Tax Rates Also Offers Generally Positive Economic Effects
The House and Senate bills also contemplate a number of individual tax provisions that can affect economic activity and incomes. In recognition of the fact that non-corporate business income is substantial in the United States, both bills would reduce taxation of non-corporate business income and increase the amount of capital expensing allowed. While difficult to quantify, as the bills specify different effective tax rates, these provisions would increase investment and GDP above the level associated with the corporate tax changes discussed above. Also on the individual side, both the House and Senate bills reduce marginal tax rates on labor income for most taxpayers, increasing the reward for work. Increases in labor supply, in turn, increase taxable income and tax revenues.
Confirming a Pro-Growth Objective Is Important for the Path Forward
You have consistently stressed that the objective of tax reform should be to enhance prospects for increased economic growth and household incomes. We agree with this objective, which is consistent with the traditional norms of public finance going back to Adam Smith. We believe that the reforms embodied in the House and Senate Finance bills would achieve this objective. The increased growth, in turn, would lead to greater taxable income and federal tax revenues, which would reduce the static cost of lost federal tax revenue from the reform.
Office of the First Lady
The First Family will celebrate their first Christmas in the White House with a nod to tradition. This year's theme, “Time-Honored Traditions” was designed by First Lady Melania Trump to pay respect to 200 years of holiday traditions at the White House.
In the East Wing, visitors find a tribute to our service members and their families with the Gold Star Family Tree, which has been decorated with gold stars and patriotic ribbon. Visitors are encouraged to write a message to their loved ones who are on duty or abroad on the digital tablets provided.
After passing through the East colonnade, visitors will see the China Room, which honors the holiday traditions of dining and hospitality. The room is set up for a family Christmas dinner, with the table displaying the china from President Ronald Reagan. Then, visitors will see the Library, which features President Franklin D. Roosevelt’s 1866 edition of “A Christmas Carol,” as they recall the time-honored custom of reading Christmas stories to loved ones.
On the State Floor of the White House, the Grand Foyer and Cross Hall celebrate the first themed White House Christmas, which was the “Nutcracker Suite” in 1961. The Green Room honors the festivities of crafts, paper, and classic design. The Blue Room holds the official White House Christmas tree, which is decorated with glass ornaments depicting the seal of each State and territory. The Red Room hosts delightful holiday treats, and has been decorated with peppermints, candy, and cookies. The State Dining Room holds a traditional gingerbread house, which depicts the South facade of the White House and features Mrs. Trump’s signature Christmas wreaths.
“The President, Barron, and I are very excited for our first Christmas in the White House,” said First Lady Melania Trump. “As with many families across the country, holiday traditions are very important to us. I hope when visiting the People’s House this year, visitors will get a sense of being home for the holidays. On behalf of my husband and Barron, I want to wish everyone a Merry Christmas and joyous holiday season.”
Throughout the month of December, the White House will host more than 100 open houses and many receptions. More than 25,000 visitors will walk the halls taking part in public tours. The White House

The Wall Street Journal: "Tax Reform, Growth and the Deficit"

“Republicans need to decide if they still believe America can prosper again, or if it is doomed to the slow growth and stagnant wages of the last 11 years.”
Tax Reform, Growth And The Deficit
Editorial
The Wall Street Journal
November 27, 2017
Start with the fact that the GOP budget outline allows for a net tax cut of $1.5 trillion over a decade on a statically scored basis thanks to a deal brokered by Senators Pat Toomey and Bob Corker. Democrats and their media chorus are using that number to claim that reform will bust the budget and add to the federal debt. This comes with ill grace from people who cheered Barack Obama’s doubling of the national debt in eight years, but it’s also overwrought.
CBO’s estimates are inherently speculative because no one knows when the next recession might hit or what some future Congress might do. But CBO has typically underestimated the growth and revenue feedback from tax cuts. A classic example is the 2003 cut in the tax rate on capital gains. Dan Clifton of Strategas Research notes that in January 2004, eight months after the tax cut passed, CBO predicted $215 billion in capital-gains revenue through 2007. The actual figure? $377 billion. CBO underestimated economic growth and how much investors would cash in their gains.
CBO’s roughly $43 trillion revenue estimate also depends on a projection of average economic growth of 1.9% a year. But the U.S. economy has never grown that slowly for so long. CBO says that every 0.1% increase in GDP adds about $270 billion in revenue over 10 years. That means a mere four years at 3% growth—the U.S. historical norm—could fill a $1 trillion hole.
Another false charge from the left is that the GOP bills are merely a tax cut without any reform. But the bills eliminate trillions of dollars in loopholes, such as the state and local tax deduction. The House bill caps the mortgage-interest deduction at $500,000.
Also on the chopping block are business carve-outs—including cuts in the deductibility of interest—that are used to pay for lower business tax rates. We’d like to see every loophole eliminated, but this really is the most far-reaching business-tax reform since 1986.
The question Senators need to ask themselves in the end is whether this reform, all things considered, is a net benefit for the country. We think it is—not least because it is a vote of confidence that better policies can restore America’s traditional economic vigor. Democrats and their media friends have given up on that score, concluding that we are doomed to “secular stagnation” and that our politics must devolve into a brawl to divide up the spoils of whatever meager growth we can muster.
