Remarks by President Donald Tusk before his meeting with French President Emmanuel Macron

Good evening. I have come to you today, to the President of the proud Republic of France, with a simple message: Europe needs your energy, your imagination, your courage. And when I say Europe, I am not thinking about the institutions or bureaucracy, but about millions of Europeans, who see your victory as a sign of hope. Hope for a Europe that protects, for a Europe that wins, for a Europe that looks to the future. I am talking about the French and Belgians, Poles and Germans, the Irish and the Greeks. Because from all the European states I hear voices of those who are regaining their faith in the European Union.
A strong EU, capable of being sovereign in relation to the external world, capable of protecting its values, culture and economic interests, capable of protecting its external border, is the best, and perhaps the only guarantee of national and state sovereignty and independence. We both believe that for rational and responsible patriots, there is no alternative to a united and sovereign Europe.
Words such as security, protection, dignity and pride must return to our political dictionary. There is no reason why, in public debate, extremists and populists should have a monopoly on these terms. Today they are cynically taking advantage of social fears and uncertainty, building their own model of security on prejudice, authoritarianism and organised hatred. Our response must be clear and decisive. And you are the best proof that this is possible, Mister President. Thank you.

Tusk on Brexit: "Time is of the essence here, and much is at stake"

President Donald Tusk presented to the European Parliament the outcome of the special European Council (Art. 50) meeting. He highlighted the unity, consistency and solidarity among the EU27 so far.

Introductory remarks
I would like to report the outcome of the first formal meeting of the European Council of 27, which took place on 29th April. Our main purpose was to adopt political guidelines for the Brexit negotiations. A mandate that sets out the overall principles, objectives and process. And a mandate that the European Council will update as necessary, as the talks get under way.
A key element of the guidelines is the need to conduct the talks on the basis of a 'phased approach'. This means simply that there will be no discussion of the framework for our future relations with Britain, before sufficient progress is made on ensuring an orderly withdrawal. Leaders fully supported this logic.
To ensure an orderly withdrawal, we first and foremost need to address the situation of more than four million people, whose lives will be directly impacted by Brexit, on both sides. In a very real way, their futures depend on the outcome of these talks. It is our particular responsibility to secure the best guarantees for citizens - citizens of the Union - and for their families. That means guarantees that are effective, enforceable, non-discriminatory and comprehensive, accompanied by simple and smooth administrative procedures. There is a need to act quickly, and so we are ready. Now we must move from sharing objectives to actually ensuring that citizens get the necessary guarantees. That's also why I welcome the fact that the Commission has already listed a number of detailed requirements.
The second priority in the first phase is the need to agree that all financial commitments undertaken by the EU of 28 will also be honoured by the UK. And thirdly, in order to protect the peace and reconciliation process described by the Good Friday Agreement, we must aim to avoid a hard border between the Republic of Ireland and Northern Ireland. 
Only once there is sufficient progress on these priorities, can we proceed to the next phase of the negotiations about our future relations. And it will be for the European Council of 27 to assess and decide if - and when - we have achieved sufficient progress.
When it comes to our future, the European Council shared the United Kingdom's desire to establish a close partnership. It is obvious, however, that a relationship between the European Union and a non-Member State cannot offer the same benefits as EU membership. It is clear that a free trade agreement between the EU and the UK, which is what the UK has chosen, even if it is ambitious and wide-ranging, cannot mean participation in the Single Market or its parts. And at the same time, the UK must be aware that any free trade agreement will have to ensure a level playing field, and encompass safeguards against unfair competitive advantages through, inter alia, tax, social, environmental and regulatory measures and practices. Today it is too early to tell much more about our common future, but we will make our guidelines more precise when the time comes, namely when sufficient progress in the first phase is achieved.
Leaders responded with the urgency that the situation requires. There will be very little time to conclude withdrawal talks within the framework foreseen by the Treaty. Time is of the essence here, and much is at stake.
Next Monday, the Council will adopt a set of negotiating directives, proposed by the chief negotiator, on the basis of the guidelines we adopted on April 29th. These cover the three issues I have just mentioned, plus a number of other matters that need to be addressed in the first phase of the negotiations.
Since the referendum in June last year, we - the EU27 - have been united, consistent, and demonstrated solidarity with one another. What was - and remains - most important for me, is that our conduct in these talks will show the European Union at its best: in terms of unity, political solidarity and fairness towards the United Kingdom.
Finally, I can only praise the European Parliament and its leaders for the role they have played. Sincere thanks and appreciation for your constructive assistance. This bodes well - not only for the future of the negotiations, but our future as a Union of 27.
Concluding remarks
Until today I haven't witnessed such unity for the matters that I report here in the European Parliament. Our unity is the most important condition for the positive outcome of the negotiations. Thanks to this unity we will also be able, together with the leaders, to deal in the coming months, first and foremost, with a positive agenda for the Union of 27. I agree with my friend Guy Verhofstadt that this should be our priority, not Brexit. Today I will meet President Macron in Paris and I am really happy that also  thanks to you, to this debate, we will be able to devote our meeting  to the future of 27, not to Brexit.
"EU remains committed to strengthen security and defence": Council adopts Conclusions

On 18 May the Council adopted conclusions on security and defence in the context of the EU Global Strategy. The conclusions take note of progress in strengthening cooperation in the area of security and defence, and provide guidance for further work. The areas covered include:
 - Improving CSDP crisis management structures, in particular the ongoing work leading to the establishment of a military planning and conduct capability (MPCC) within the EU military staff (part of the EEAS) which will assume command of non-executive military CSDP missions (currently: EUTM Somalia, EUTM RCA, EUTM Mali), as agreed on 6 March 2017;
 - Strengthening CSDP cooperation with partner countries, with the aim to adopt a more strategic approach to Common and Security Defence Policy partnerships, in view of enhancing cooperation, with a focus on partner countries that share EU values, including the respect for international law, and are able and willing to contribute to CSDP missions and operations;
 - Capacity building for security and development (CBSD), in order to fully cover all the requirements needed to support partner countries in preventing and managing crises on their own;
 - Developing civilian capabilities and enhancing the responsiveness of civilian crisis management, including the possible creation of a core responsiveness capacity;
 - Reinforcing military rapid response, including EU battlegroups, with a view to developing further their modularity in a pragmatic way and to adapt as necessary the financing arrangements;
 - Deepening European defence cooperation, taking stock and providing guidance on the way forward on
  •  an inclusive permanent structured cooperation (PESCO), which would allow those member states who are willing and able to collaborate further in the area of security and defence and which would, in turn, help generate new collaborative efforts, cooperation and projects.
  • the possibility of a voluntary coordinated annual review on defence (CARD), which would be a process aimed at offering a better overview at EU level of defence spending, national investment and defence research efforts. This would support member states in delivering capabilities to tackle existing and future strategic trends and challenges, and actively promote enhance defence cooperation among member states.
  • the European Defence Action Plan of the European Commission, which foresees new financial tools for capability development and defence cooperation in support of the European defence industry and technological innovation. 

Background 

On 14 November 2016, the Council adopted conclusions on implementing the EU global strategy in the area of security and defence. These conclusions set out the level of ambition in the form of the main goals the EU and its member states will aim to achieve in the area of security and defence. The Council set out three strategic priorities: responding to external conflicts and crises, building the capacities of partners, and protecting the European Union and its citizens. Progress was noted and further guidance provided through the Council's conclusions on 6 March 2017. 
The implementation plan on security and defence was presented by the High Representative, acting also in her roles as Vice-President of the European Commission and Head of the European Defence Agency, to member states. It is part of the follow-up to the EU global strategy on foreign and security policy, which was presented by the High Representative to the European Council on 28 June. The Council adopted conclusions on the global strategy on 17 October 2016. 
The implementation of the EU global strategy also includes further work on building resilience and an integrated approach to conflicts and crises, strengthening the nexus between internal and external policies, updating existing or preparing new regional and thematic strategies and stepping up public diplomacy efforts.

Το έχω γράψει πολλές φορές και θα το γράψω και τώρα που καίγεται η Βαρυμπόμπη. Το ήξερα, το περίμενα. Οι καταπατητές της περιοχής που δρούν εδώ και δεκάδες χρόνια ανενόχλητοι στην περιοχή της Βαρυμπόμπης δεν έχουν σταματημό, ΑΦΟΥ ΔΕΝ ΕΧΟΥΝ ΚΑΝΕΝΑ ΕΛΕΓΧΟ.

Θέλοντας να πουλήσουν ό,τι ακόμα προλάβουν και ιδιαίτερα «ΔΙΑ ΛΟΓΟΥ» χωρίς συμβόλαια και νόμιμες διαδικασίες, δεν θα αφήσουν ούτε ένα χλωρό φύλλο ούτε στην Βαρυμπόμπη ούτε στην Πάρνηθα. Αυτό που τους εμποδίζει είναι ο χαρακτηρισμός «δασικά» των εκτάσεων και αυτόν θα πολεμήσουν με τον δικό τους «μοναδικό» τρόπο. Οι «κωφοί» του τόπου, τα πουλημένα τομάρια που συναινούν δια της σιωπής τους, ή «μυξοκλαίνε» για τα καμένα δάση έχουν τεράστια ευθύνη. Κανείς δεν τους πιστεύει πια και η Πάρνηθα είναι ΚΑΤΑΔΙΚΑΣΜΕΝΗ αν δεν γίνει κάτι. Από ποιους; Μόνο στον Δένδια έχω αυτή την στιγμή εμπιστοσύνη, σε κανέναν άλλον. Όλα στον τόπο μου ΕΧΟΥΝ ΞΕΠΟΥΛΗΘΕΙ εδώ και 30 χρόνια. Αποχαιρετήστε για πάντα την Πάρνηθα ΑΝ Ο ΝΟΜΟΣ ΔΕΝ ΞΕΚΙΝΗΣΕΙ ΕΔΩ ΚΑΙ ΤΩΡΑ ΕΛΕΓΧΟ ΣΤΙΣ ΠΩΛΗΣΕΙΣ ΤΗΣ ΒΑΡΥΜΠΟΜΠΗΣ, ποιοι τις κάνουν, με ποιο τρόπο, ποιοι ενέχονται, τι περιουσίες έχουν αποκτήσει, πως πουλάνε, τι έχει απομείνει για να πωληθεί.

Και μόνο αν η ΔΙΚΑΙΟΣΥΝΗ κινηθεί ΑΜΕΣΩΣ. Αλλιώς, η Πάρνηθα είναι ήδη ΧΘΕΣ. Όπως και η Βαρυμπόμπη.
