President of Russia Vladimir Putin: I would like to begin by saying that the meetings of this council are usually held in December, which is a good tradition and an opportunity to wish you a happy New Year.

We completed work on the Basis of State Cultural Policy three years ago. Much has been done in this sphere since then. In particular, we have completed a number of major cultural projects, and the system of state support for creative activities has become more flexible.

At the same time, certain problems rooted in our attitude to cultural development have come to light. It is vitally important to resolve these problems.

President of Russia Vladimir Putin: Good afternoon.

I have brought some notes with me, mostly the main socioeconomic development indicators. If I get a chance, which is very likely (somebody thoughtfully provided me with more data here), I will use your questions to speak once again about what I believe is very important. Very close to what is going to happen in the near future.

Like last time, I suggest I do not embark on a long monologue. Instead, we can go straight to your pressing questions. This is a news conference and it must completely focus on your professional duty, which is to ask the questions that, in your opinion, are of concern to our people and society.

Please, let’s start.

Presidential Press Secretary Dmitry Peskov: We have a tradition to give the opportunity to ask the first question to the veteran members of the Kremlin pool. But I would like to go against the tradition this time and to give the floor to the Govorit Moskva radio station. The reason is that, first, they represent a new generation of journalists, and second, Govorit Moskva is one of the most active media outlets in our daily work; they ask the largest number of questions.

Darya Knorre: Thank you, Mr Peskov. Quite a surprise.

Mr President, why have you decided to run for re-election? What is your goal and mission? What do you want to do for Russia? How should Russia change by the end of your next term, provided you win the election?

Thank you.

Vladimir Putin: You know I have spoken many times about a Russia I would like to see. I have done this at large events and at low-key events. I will say it again: Russia must be spearheaded into the future. It must become a modern country with a flexible political system, its economy must be based on high technology, and labour efficiency must increase manifold.

I would prefer not to talk about my election programme at this point. Just like any other candidate I will certainly have one. In fact, my programme is almost ready.

Let me repeat that this is probably not the right format for presenting it, but I can share with you some of its highlights that should be the focus of attention for the authorities and society in general.

Specifically, this has to do with infrastructure development, healthcare and education. This is also about high technology, as I have already said, and improving labour efficiency.

There is no doubt that the ultimate goal of all these initiatives should be to increase household incomes in our country. This is what I can say about my programme in the most general terms. I think that during today’s conversation we will come back to these matters.

Alexander Yunashev: Good afternoon, Mr President.

While we were waiting for your announcement that you will run for president, a number of other candidates for this office came forward. However, their approval ratings are in the single digits, if not closer to the margin of error.

In your opinion, why is it that a normal, influential opposition candidate has not emerged in almost 20 years of your rule? Why is there no No. 2 politician? How come? Don’t you feel bored? Is it interesting for you to compete in the election without any major opponents?

Vladimir Putin: In order to make your question a bit more poignant, I saw a young lady holding up a poster saying “Putin, bye-bye.”

Vladimir Putin: Ah, babay. My vision does not seem to be getting any better with age. I am sorry.

Question: Good afternoon.

This is about translation problems. Everyone is afraid of me today. My poster says “Putin, babay,” which in the Tatar language means “Grandfather Putin.” This is how children call you in our republic.








My question is about children and language. I can ask it right now or after my colleague.

Vladimir Putin: To save you the bother of standing up twice, you can go ahead and ask it right away.

Question: You know that the language issue turned up the heat in a number of regions, including our republic, this year. Of course, we are afraid of things becoming worse than they are now. A decision was adopted by the Education Ministry.

However, we would like to hear from you whether in one, two or three years you will raise the ethnic issue again. Do you have any plans to merge regions, as people are saying right now? This is a matter of grave concern for many people.

Vladimir Putin: First, I think there are no serious problems with the ethnic issue, as you put it.

Second, we have only one goal regarding language: to provide the same starting conditions for all children, no matter where they live in Russia.

The Russian head of state and Turkish President Recep Tayyip Erdogan discussed current issues of bilateral cooperation, primarily the progress of implementing major joint energy projects.

They also exchanged views on key international issues, including the situation in the Middle East and the Syrian settlement process.

Earlier on the same day, Vladimir Putin visited the Khmeimim Air Base in Syria, and Egypt.

President of Turkey Recep Tayyip Erdogan (retranslated): Dear friend, ladies and gentlemen,

I welcome all of you from the bottom of my heart. It is immensely satisfying to have Mr Putin and his accompanying delegation here in our country again.

Once again, I welcome them to our country. I am meeting with my friend, Mr Putin, for the eighth time this year. This close dialogue demonstrates our working partnership with regard to our bilateral relations and regional issues.

Russian-Turkish cooperation is growing stronger every day. We interact in a harmonious working environment at the political level. These visits and our telephone conversations allow us to regularly assess critical issues and develop a common viewpoint.

We will continue this strategic coordination during the seventh meeting of the High-Level Russian-Turkish Cooperation Council, which will be held here next year. Prior to this meeting, our respective ministers will conduct the preparatory work.

This harmony at the political level is positively reflected in our economic and humanitarian contacts. Our bilateral trade increased by 30 percent in the first ten months of 2017.

I must also note that our cooperation in the tourism sector is at a very good level. This year, 4.5 million Russian tourists visited our country, and this figure should undoubtedly grow in 2018.

Another critical aspect of our bilateral relations is energy. We believe that partnership in this area will be raised to a new level through the Turkish Stream and the Akkuyu Nuclear Power Plant projects. Both sides are determined to complete these projects in the shortest possible time.

Ladies and gentlemen, apart from bilateral relations my friend Mr Putin and I discussed regional issues today, which obviously included the developments in Jerusalem.

The decision by the US leadership to recognise Jerusalem as the capital of Israel resulted in major unrest. This was a disappointment for Muslims, Christians, and for the reasonable Jewish population.

By the end of last week, four Palestinians were killed and about 2,000 wounded by Israeli soldiers. Israeli aircraft bombed the Gaza Strip. You could say that Israel is only adding fuel to the fire.

Israel seeks to use this process as a means of stepping up pressure and acts of violence against the Palestinians. These crimes cannot be ignored by people of conscience and principle.

As you may know, as the current President of the Organisation of Islamic Cooperation, Turkey will convene an emergency summit in Istanbul in two days. The leaders of the member countries were invited to attend. I believe that we will send a strong message to the world at this meeting.

On the Jerusalem issue, I see that there are some similarities to Mr Putin’s approach. We agree to maintain contact on this matter.

We also discussed Syria today with a special focus on the decisions adopted at the Sochi Summit, which in turn followed up on the Astana meetings.

We reviewed these decisions and discussed further steps. We agreed to have a second meeting in Sochi to look at the additional steps that can be taken to push the political process forward. On the other hand, I think that our countries, being the guarantor countries for the Astana meetings, can make a significant contribution to the Geneva process.

Ladies and gentlemen, I believe close contact between Turkey and Russia is beneficial not only in terms of bilateral relations, but also for regional stability. In this context, it is our intention to maintain this momentum going forward.

I very much want this visit to be beneficial. Regarding the S-400 systems, I can say that the relevant agencies of our countries are expected to complete what needs to be done this week. I wish them every success in their endeavours.

President of Russia Vladimir Putin: Ladies and gentlemen,

We are happy to be in Ankara today visiting our dear friends, our friend President Erdogan. And I would first like to stress that the talks were held in a business-like and constructive atmosphere.

We have discussed key issues of bilateral cooperation including the implementation of strategic trade and economic projects and defence industry projects, and exchanged views on current issues of the international and regional agendas.

It is natural in this respect that the focus was on the sharply escalating situation in the Middle East settlement process and in Syrian affairs where our two countries are closely collaborating.

Let me stress that cooperation between Moscow and Ankara has been successfully progressing in very diverse areas. I should also mention contacts between our foreign ministries, sectoral ministries, parliamentary exchanges, and the work of the intergovernmental commission.

President Erdogan and I noted with satisfaction that bilateral trade has grown significantly since the beginning of the year: from January to September, trade rose by 36 percent to $15 billion. It was $15.8 billion for the whole of last year, so it is definitely going to be higher this year.

All this became possible thanks to our joint decisions to cancel restrictions in trade and the economy. Let me note that over the first eight months of this year, Turkey’s agricultural exports to Russia increased by 80 percent.

It is not a secret that today, too, we discussed further action to liberalise our trade and economic links. I think our conversation regarding this issue was very helpful.

The growing number of Russian tourists travelling to Turkey is very indicative, which Mr President just mentioned. Four million Russians have visited Turkish resorts this year. As a reminder, in 2016 that number was as low as 866,000.

We had a detailed discussion of our cooperation in the energy sector. It is of crucial importance that we are beginning to work on Akkuyu, the first nuclear power plant in Turkey.

The Turkish Stream gas pipeline construction is on schedule. Two lines, each with a capacity of 15.75 billion cubic metres, will run along the bottom of the Black Sea.

Completion of this project will improve Turkey’s energy security and diversify supplies of Russian gas to other countries.

We also see significant prospects for expanding our military and technical cooperation. Today we finally came together on a loan agreement, which, I can now confirm, will hopefully be signed very shortly.

We spoke about Syria as well. Almost the entire territory is now free of terrorists. If there is any more resistance from the terrorists, we will take quick action in response.

Another item on the agenda was the political settlement in Syria. During the trilateral meeting of the Russian, Iranian and Turkish presidents on November 22, we reached certain agreements concerning this issue. Now it is important to go through with them.

In particular, we continue to work together on preparations for the Syrian National Dialogue Congress to be held early next year.

The plan is for the congress participants to analyse issues of great importance to the entire Syrian nation, such as future state structure, adopting a constitution and holding constitution-based elections under the supervision of the United Nations Organisation. I am not revealing any secrets if I say that during my trip to Syria today I discussed this with President Assad in detail.

We proceed from the premise that the congress will result in more intense efforts towards a Syrian settlement within the Geneva process as well. As guarantors of the Astana process, we continue to maintain the ceasefire and ensure stability in the de-escalation zones and to increase trust between the conflicting parties.

We agreed to continue close coordination in light of the preparations for the eighth international meeting on Syria in Astana later this month. I would like to note the positive contribution of the Turkish Republic and President Erdogan to the reconciliation between the parties.

We discussed the humanitarian situation as well. I would like to note that both Russia and Turkey believe that the US administration’s decision to recognise Jerusalem as the Israeli capital and to relocate the US embassy there does not do anything to help settle the situation in the Middle East and is instead destabilising an already complicated situation. This may, in fact, ruin the prospects for the Palestine-Israel peace process.

Russia believes that the settlement must be built exclusively and fully on the previous decisions of the United Nations. The specific terms of the agreement on Jerusalem’s status are the subject of direct talks between Palestine and Israel.

The Turkish President informed me about preparations for a special summit of the Organisation of Islamic Cooperation to take place the day after tomorrow in Istanbul. Naturally, as an observer state in the OIC, Russia will be represented at the event.

Finally, I would like to thank the Turkish President for an open and constructive discussion. We intend to further work on improving cooperation between our countries based on good neighbourliness and respect for each other’s interests.

I would like to begin by greeting His Excellency, President Vladimir Putin, a friend of Egypt whose presence here today is evidence of solid strategic relations between Egypt and the Russian Federation.

Strong ties between our countries date back in history and are based on bilateral political relations, coordinated positions on the regional and international stages, as well as our economic ties, which began with the construction of the Aswan Dam in southern Egypt and an iron and steel plant. Today we have signed a contract for the construction of a nuclear power plant in Egypt.

Egypt has always regarded Russia as a strategic partner and an ally in all spheres. Relations between our countries developed over centuries, which was reflected in our talks with President Vladimir Putin today.

We pointed out that relations between Egypt and the Russian Federation are strong and that they continue to grow, as evidenced by our joint ventures, mutual trade and the attraction of investment.

We are aware of the importance of attracting Russian investment to Egypt through the establishment of a Russian industrial area on the Suez Canal. We have issued instructions to the concerned ministries and agencies to settle all possible problems so as to promote bilateral cooperation in the spirit of coordination reached at the talks on the construction of Egypt’s first nuclear power plant.

Ladies and gentlemen, seeking to achieve a bright future for our nations, we have coordinated our views on the regional agenda. Today we discussed issues related to our countries’ national security.

The main goal for Egypt and Russia is to ensure stability and peace in our region, in the Middle East, in order to create a better future for future generations. In this context, we discussed the Palestinian issue following the US decision to recognise Jerusalem as the capital of Israel and to move the US Embassy from Tel Aviv to Jerusalem.

We also discussed the possible consequences of this serious and dangerous decision for stability and a settlement of the conflict. We also expressed confidence that Jerusalem’s legal status must be determined on the basis of international law and the relevant UN decisions, which must not complicate the situation in the region.

Your Excellency Mr President, ladies and gentlemen,

The Palestinian issue was at the top of our agenda today. We appreciate Russia’s efforts towards a peaceful and political settlement of this problem, as well as the efforts of the four-party commission on Palestine. We highly value your efforts towards a fair settlement of the oldest conflict in the region, which is still waiting for a just settlement.

Today we also spoke about the situation in Syria and Libya. We focused on the importance of a peaceful and political solution to these issues.

As for Syria, our positions coincided regarding what is called the de-escalation zone in Syria. We believe we must expand these zones to create appropriate conditions for a further peace process and negotiations between all religious and political groups in Syria.

In this context, we highly appreciated all successful efforts to form a unified delegation representing all opposition groups in coordination with the UN envoy to the regions, to achieve a political settlement that would meet the expectations of the Syrian people and preserve the country’s territorial integrity and unity.

Concerning Libya, we have voiced our decision to combine international efforts to regulate and lessen the instability in Libya in a political way; we support all the efforts of the UN envoy to that region at the next phase that should follow the transition period.

We also support holding parliamentary and presidential elections in that country to stabilise it, and the unification of military forces in Libya. I confirmed this at yesterday’s meeting with Chairman of the Presidential Council of Libya Fayez Al-Sarraj.

Mr Putin and I both emphasised the exchange of intelligence information between the competent authorities in both countries to fight terrorism and destabilisation, especially because most of the militants are now moving from these hot spots in the Middle East and attacking other places in the region. We also support and urge all states to prevent them from moving to other states.

Your Excellency Mr President, ladies and gentlemen,

We note the strength of relations today between Egypt and the Russian Federation. Once again, we welcome you here on behalf of the entire Egyptian people.

We focus on building up our strategic relations and partnership in all areas.

I would like to begin by thanking the President of Egypt and all our Egyptian colleagues for the warm and heartfelt welcome.

Mr el-Sisi and I had very informative and constructive talks both during our limited attendance meeting and with the involvement of delegation participants, and outlined our cooperation plans for the future.

We discussed the most pressing issues on the international and regional agendas.

Russia has always put special emphasis on developing friendly and mutually beneficial ties with Egypt, our long-term and reliable partner in the Middle East and North Africa.

Bilateral cooperation is picking up pace and acquiring a new quality.

This is largely due to expanded trade and economic cooperation. Today, we noted with satisfaction that mutual trade is up 50 percent at over $4 billion as of the end of the first nine months of 2017. We noted the importance of continuing talks on creating a free trade area between Egypt and the Eurasian Economic Union.

We focused particularly on our joint work in the energy sector, including hydrocarbons and the construction of the first in Egypt El-Dabaa nuclear power plant. Once the construction is completed, Egypt will have not just a nuclear power plant, but access to the latest safe technologies as well.

We also considered another promising project, which is to build a Russian industrial zone in Egypt. We believe that it will become a major regional centre for producing and exporting Russian-made goods to the markets of the Middle East and Africa. Russia’s leading companies are already showing an interest in this project. The total investment in the project is projected at $7 billion.

We discussed interaction in agriculture. Egypt is one of the main buyers of Russian wheat. About 5.5 million tonnes of grain have already been delivered to Egypt over the past three quarters. We are ready to continue to meet the Egyptian market’s need for grain in the future.

We agreed to expand ties in the military and military-technical spheres, primarily in order to strengthen the antiterrorist potential of the armed forces of Egypt.

Of course, we could not ignore tourism. Direct air travel between our countries was suspended in the wake of the terrible tragedy in the skies over Sinai in October 2015.

Egypt used this time to do a fair amount of work to tighten airport security. The President and I discussed the sequence of future joint steps designed to resume direct air service.

The Russian security services reported to me that we are overall ready to re-open direct air service between Moscow and Cairo. We will need to sign a corresponding intergovernmental protocol. We will see to it that it is signed shortly.

We had an in-depth exchange of opinions on the major international issues. Our approaches are either very close or completely the same.

I informed the President of the steps Russia is taking to stabilise the situation in Syria. I also spoke about the results of my visit to Syria today.

As you may know, with the support of the Russian Aerospace Forces, Syrian territory has been almost entirely liberated from terrorists. I believe the tasks that were to be tackled with an extensive involvement of the Russian Armed Forces have been mostly completed. Mr Sisi and I agreed to intensify our coordination to facilitate the long-term political settlement of the Syrian crisis.

We appreciate our Egyptian partners’ support of Russia’s initiative to organise the Syrian National Dialogue Congress. We plan to involve various oppositional groups in the Congress, including members of the Moscow and Cairo groups.

Russia and Egypt are also interested in ensuring stability and security in Libya, in restoring its sovereignty, unity and territorial integrity.

We value Egypt’s constructive approach to the Middle East settlement process. We welcome the agreement that was signed here, in Cairo, between Fatah and Hamas last October, aimed at strengthening intra-Palestinian unity.

Our countries both speak in favour of the soonest possible resumption of direct Palestine-Israel dialogue on all matters of dispute, including the status of Jerusalem. It is necessary to reach long-term and fair agreements that would serve the interests of both sides.

And of course, these agreements must correspond with the earlier decisions of the international community. Russia fully supports all the UN Security Council resolutions on the issue.

We believe that any steps that run ahead of the outcome of the dialogue between the Palestinians and the Israeli are counter-productive. Such steps destabilise the situation rather than resolve it.

Finally, I would like to thank our Egyptian friends for our productive work together. I am certain that implementation of today’s decisions will benefit the further comprehensive development of the partnership between Russia and Egypt.

Vladimir Putin commended the results of the counterterrorism operations in Syria. “This is important for both Syria and Russia, as well as for the rest of the world,” the Russian President said.

He also expressed readiness to work with Turkey and Iran to help restore peace in Syria.

President of Russia Vladimir Putin: I believe I promised that I would come. It is good that we are meeting in such circumstances where we have things to celebrate. I am referring to the outcome of our joint work.

Bashar al-Assad: Of course, these achievements and victories are very important to us. The very theme of our meeting today – the destruction of ISIS militants – is important for the entire world and makes it clear to the entire world that the states that are willing to fight ISIS, the very virus of radical terrorism, are up to the task.

For my part, I express my deep gratitude to you – on behalf of the people of the Syrian Arab Republic – for the role played by your Armed Forces.

Vladimir Putin: Thank you.

This is, indeed, a meaningful outcome of our joint work. True, the threat of terrorism remains high. But the fact that we defeated ISIS, one of the main terrorist groups, here in Syria is extremely important for Syria, Russia, and the entire world.

I hope that in conjunction with Iran and Turkey, as well as the countries contributing to the eradication of terrorism, we will go beyond just restoring peaceful life and put in place a political process to resolve the situation in Syria in general. We will manage to prepare for the Syrian National Congress, which we discussed in Sochi, and to launch the peaceful settlement process.

I will have an opportunity to discuss this with the President of Egypt in Cairo and a little later with the President of Turkey. We will contact you following these talks, and I will inform you in detail about our common plans for achieving a final settlement.

Bashar al-Assad: I believe your planned visits focus on further fighting and destroying international terrorism and, at the same time, beginning the process of a peaceful settlement in Syria.

The victories that have been achieved will affect not only our state, but also all our neighbouring states, so clearly the issues discussed in this format are important for the entire region.

President of Russia Vladimir Putin: Good afternoon, colleagues.

Today, we will discuss plans to develop liquefied natural gas production in our country. As you know, there is a reason that we gathered here, on Yamal. NOVATEK has built the largest LNG plant in Russia on the Yamal Peninsula. As you saw, we have just attended the shipment of the first batch of liquefied natural gas. This grand project required huge investment, $27 billion; it is also multi-profile, as other sectors of the Russian economy are involved in its implementation.

In this sense, we can certainly describe it as a megaproject. It is of great importance for the country as a whole, and is yet another confirmation of Russia’s status as one of the world's leading energy powers.

Yamal LNG opens new horizons for the gas industry’s development, for the entire national economy; it creates high-tech jobs, including in Russia’s North and Far East, where the transhipment terminal will be located. Mr Mikhelson [Chairman of the Management Board of NOVATEK] also talked about this today. This in itself is a separate interesting project, providing work to related enterprises; it lays the groundwork for the effective and balanced development of the Arctic and the Northern Sea Route.

It is also important that this project contributes to strengthening economic cooperation with the countries of the Asia-Pacific region, primarily, our key partners in this region, including Chinese companies. We have established successful international cooperation with France, Italy, Germany, and a number of other European states.

Of course, the number of such promising projects needs to be increased. According to experts, global demand for gas will increase by over 40 percent by 2040. It is particularly important that supplies of liquefied gas will be growing faster than any other. Here, growth can reach about 70 percent. Russia can and should occupy a decent niche on this market. Today, as you may be aware, it remains fairly modest.

In addition to Yamal LNG, we have a large gas liquefaction centre on Sakhalin, but, to reiterate, this is clearly not enough. Our fuel and energy complex is faced with the key task of increasing capacities and volumes of LNG production.

In this regard, I would like to emphasise a few points.

First, the production and export of LNG should not lead to weakening of existing positions on the pipeline gas market. Moreover, they need to be retained and, of course, strengthened. The work should be constructed in such a way that the LNG projects do not compete with our pipeline gas. On the contrary, it is necessary to create conditions for balanced, complementary areas of business in order to maximise the return.

Second, the demand for liquefied gas needs to be actively promoted within our country as well.

Its use can be expanded, including through supplying it to remotely located customers without pipeline gas and moving public transport to cleaner and more environmentally friendly natural gas engines. In this sphere, we already have good special programmes.

I hope we will have the chance to talk more about measures to support the consumption of liquefied gas on the domestic market during our today’s meeting.

Third, I would like to emphasise that such projects as Yamal LNG create the foundation for the sustainable development of territories. Here in Sabetta alone it created 32,000 jobs. As Mr Mikhelson said, now the workforce is smaller but there are still tens of thousands of jobs. There is a new port, aviation and railway infrastructure, housing and social facilities. In other words, this is not the predatory, mindless mining of resources but comprehensive development of the territory, accompanied by the implementation of many programmes, including environmental ones. This is exactly the approach that should be used in future LNG projects.

It is also important that Yamal LNG is accompanied by navigation along the Northern Sea Route, the formation of logistics routes, and a build-up of the tanker and icebreaker fleet. I am sure that this will give us unique advantages in the economy, trade and power engineering.

Fourth, obviously to increase LNG supplies it is necessary to develop gas liquefaction capacities and create the conditions for localising the production of equipment essential for its production, storage and transportation, and this creates work for domestic industrial enterprises.

I know that such work is being carried out now. Moreover, it should be carried out quicker so that future LNG projects are based on domestic equipment and technology as much as possible.

And one more point. To diversify the defence industry, I suggest considering the potential participation of defence companies in projects on localising and producing high-tech products for gas companies.

And naturally, in conclusion I would like to wish Yamal LNG success in implementing all of its plans – the second, third and the unexpected fourth line. And, of course, I wish you success in implementing the next phase, Yamal LNG-2.Thank you. Let’s start the discussion.

President of Russia Vladimir Putin: Colleagues, friends,

This is a remarkable day for us all. There are no random people here. I congratulate you all, the entire huge team of NOVATEK all those who worked on this project, and all those who have just got on-board and are now working, on this wonderful occasion, the first loading of the gas carrier, a new tanker named after our friend Mr de Margerie. Unfortunately, he is not with us today. He was one of the pioneers of this project, but we have a tanker named after him.

This is an extremely important sector for Russia. This is not just an important event in our country’s energy sector, or gas production and liquefaction. This is a more ambitious project. What I mean is that we are faced with the enormous task of developing the Arctic and the Northern Sea Route.

Someone has already mentioned the number of jobs created across the country – more than 100,000. Over 30,000 people worked here alone during the peak period, and about 30,000 are working now. I just had a chance to talk with the people who work at this facility. They themselves are saying that personnel is one of the key issues. We need to train employees. We had no reason to train them earlier, since we did not possess this competence, and did not work in this area previously.

We do now. This is not only about mineral extraction and building such gas liquefaction plants. It also means further development of nuclear shipbuilding. Just yesterday, during the Security Council meeting, we discussed our further plans for building the nuclear icebreaker fleet. This is yet another competence that we have and that we will further develop and improve, because we need special-class vessels.

Yesterday, we spoke about building such vessels, which are called Leader and which can break ice of any thickness, absolutely any. What does this mean? This means that the Northern Sea Route and an enterprise advantageously located here can operate and ship its goods to consumers across the world all year round.

Even now, the eastward route is open for six to seven months, and the westward route already year round. With the icebreaker fleet, which I just mentioned – and it is being built and gradually put into service, one of the 60 megawatt vessels will be commissioned soon – and later on, with the development of these projects, shipments from here will be possible all year round. This means Russia will develop the sea route in the medium and long term.

All this is interconnected and secures Russia’s future, the future of its economy. This is certainly a complex project, and we have good people here in this room, good professionals, who warned me at the beginning of this journey: “Do not do this.” When asked why – the first, second, third – the reasons they cited were all really serious. But those who started this project took the risk, and the risk proved to be justified, and they achieved success.

This is only the first part of the project, the first phase of a large 16.5 million tonne project. I am confident that the second phase will be implemented ahead of schedule, as early as next year, and most likely, the third phase will also be completed ahead of schedule, also at the end of next year, at the very least in early 2019. And what is especially important, the fourth phase is being planned already, exclusively with Russian technologies.

Now, speaking here before you, I would like to thank our foreign friends and foreign partners (many of them are with us in this room), because without their help, without their trust in their Russian friends and partners, this project would not have happened either. I am referring to both financing and technologies. The project involved companies from the East, from Europe, all of them took an active part in it. And today's shipping, the first shipment, is our common victory. I very much count on them continuing to work together, in this case for the benefit of global energy development.

And I would like to thank the Russian side for their significant contribution through implementing this project, their significant contribution to attaining our major goals for the development of the Arctic as a whole.

The Yamal LNG project is being implemented at the Yuzhno-Tambeyskoye field (Yamal Peninsula) and involves the launch of three production lines to produce liquefied natural gas with a capacity of about 5.5 million tonnes per year each. So far, the first phase of the plant has been put into operation. The second and third phase will open in 2018–2019.

Question: I don’t suppose the northern lights lit up the road for you.

President of Russia Vladimir Putin: No, I did not see the northern lights. I saw only the glow of your plant. A real high-tech aurora borealis.

Question: How do you like the scale of it?

Vladimir Putin: It is great. Impressive.

Question: Did you have the chance to appreciate the scale of the project on site?

Vladimir Putin: Yes. We took a drive around the sites and had a look at them. Your colleagues told me about what was done and how, so I am in the loop.

Remark: It is one thing on paper, but seeing is believing. Photos do not provide the entire picture.

Vladimir Putin: I have been to the north many times to tour Gazprom sites. Powerful modern production facilities were built in the north, but you have the latest one here, which is new for Russia and the rest of the world.

Remark: Exactly.

Vladimir Putin: I will get back to it later. I remember how I was dissuaded in every way from supporting this project.

Question: In 2010, you supported it. Seven years have passed since then. Do you think we accomplished what you believed in from day one?

Vladimir Putin: Of course. Today is the first shipment. However, there were a lot of objections. If we followed all of them, we would be better off doing nothing. In general, really, you know, since you work here, that there are many difficulties.

Question: Mr President, after the first step, which we are witnessing today, how do you see the development of the LNG business in Yamal?

Vladimir Putin: We will certainly keep expanding it. Mr Mikhelson [Chairman of the Management Board of NOVATEK] spoke about Yamal LNG-2 based on modern innovative Russian technology. The fourth line is planned to be built here, but this time using only Russian technology, which, as your colleagues told me, will be 30 percent cheaper. Are you aware of this?

Remark: Yes, but there are nuances.

Vladimir Putin: There are nuances related to summer temperatures, but overall it would be very interesting, of course, if we could create competences which did not exist before. It would be just great. This is, perhaps, the largest step forward in developing the Arctic. As Lomonosov once said, Russia will expand through Siberia. Now we can safely say that Russia will expand through the Arctic this and next century. This is where the largest mineral reserves are located. This is the site of a future transport artery that I am sure will be very good and efficient – the Northern Sea Route.

So, the step you have taken is essential for the country, not just the energy sector or LNG projects, but in general. It is about new jobs, infrastructure development, and comprehensive development. To reiterate, this is critical for Russia.

Remark: We are ready to support further steps but we have some apprehensions about workforce. We have some problems with it. We are trying to find the best resources for such projects that require education and deep understanding of the discipline in which we are looking for new colleagues. But, regrettably, it is very difficult to choose the right personnel in the market today.

Vladimir Putin: But you have chosen them.

Remark: But they came from all over the country. We looked for them in the entire country.

Vladimir Putin: So what? You will continue choosing them in the same way.

Remark: The head has very many plans but this team is limited. This is a problem. We must further develop education – both secondary and higher – so that we are not left alone.

Vladimir Putin: Of course. Look, we did not possess this competence before. In effect, these are the first steps. For what projects were we supposed to train them? There was no reason when there were no projects. Now they are appearing.

Do you know what else is very important? It was very important for you to make it and now you have, this is obvious. Now that you have seen that you have made it and that projects will multiply, you know secondary and higher education will be set up.

Remark: We hope that the Minister of Education will issue a relevant instruction.

Vladimir Putin: Yes, of course.

Remark: But take warm hats with you.

Vladimir Putin: No doubt, it will be essential to consider your experience. It is necessary to establish what is required of specialists at the given jobs and educate them accordingly.

Remark: Mr President, we can compile a list of professions that are in short supply.

Vladimir Putin: This is exactly what should be done. Specialists should be trained for specific jobs as engineers and workers, not just trained without any sense of where they will end up.

Remark: Because we are eagerly awaiting them.

Vladimir Putin: I think they will hear you and come to you.

Remark: I hope so.

Vladimir Putin: We have been holding another student contest. We have a great many talented young people, so if they realise (and they will see it now and realise) that it is needed, that there are interesting and promising jobs, there will be a response from the education system.

Remark: It should be also covered by the media in some way because as we travel around the cities I notice that people largely believe it is very hard to get involved in our business. But we are ready to receive young people with doors wide open, we are ready to train them.

Vladimir Putin: You have higher wages, so they think they won’t be taken on here, only through good connections. What is your average wage?

Remark: I think the question should be addressed to our bosses.

Remark: It depends. There are workers, there are highly qualified engineers. On average, it is around 120–150 thousand rubles.

Vladimir Putin: And the ceiling?

Remark: The ceiling is very high.

Vladimir Putin: And I am not even asking you about healthcare.

Remark: It might be 400, yes.

Vladimir Putin: You said it right – when this is made explicit in the media, they will understand that the conditions are not easy, they are tough. What can I say, it is the polar night. What is the temperature now? Minus 25, I think, at least.

Remark: Twenty-five, and a bit of a breeze.

Vladimir Putin: A bit. There is something to it, too. You see, it is working under such harsh conditions, testing oneself, working on such up-to-date facilities as you have – this is an attraction for professionals, for people who commit themselves to a certain trade. This is why I think there will be many people willing to try. These are first steps but they are good, successful steps. And this is crucial.

Question: I have a question that touches on a problem. The Olympics are coming. We are worrying, we are concerned about our athletes. Which sport are you a fan of?

Vladimir Putin: Letme repeat, it is judo.

Remark: That is not a winter sport.

Vladimir Putin: Alpine skiing and ice hockey.

Question: What radius do you ski?

Vladimir Putin: Radius? I don’t know the radius.

Question: Do you keep the Christmas fast?

Vladimir Putin: Fasting? You know, warriors and travellers may skip fasting, and I am nearly always on the road, and I am also the Supreme Commander-in-Chief, so it is not always doable.

Question: Mr President, every time I come home after a month-long shift, tired after a long trip, my wife tells me, ”Look, the President flies a lot, but he is always in great shape.“ Perhaps you can share a tip or two on how to take care of yourself after a lot of travelling?

Vladimir Putin: I have already said it many times, and you yourself are aware of it. You can do whatever you like, just in moderation. Also, always remember to stay active.

Question: Do you like to read while travelling, maybe? Perhaps, you can recommend something to us, give some advice?

Vladimir Putin: Do you want me to give you what I was reading today on the way here? You will fall asleep in two minutes. I, too, have to struggle each time I start reading. But I have to read things. Today, I was reading some reference materials, even though I think I know it all, but I still read them.

Question: Do you prefer historical literature?

Vladimir Putin: I love history, it is true, you guessed right.

Question: Maybe you could share something you believe, or some life advice? What do you do to look so well? Does something about your work help?

Vladimir Putin: You know, in life work helps. If someone is focused on achieving a personal goal, or a cause that you dedicated yourself to, it always motivates, it always pushes you forward, and it always makes you think about what else needs to be done, how you need to work on yourself in order to be up to the task at hand. This is critical. If a person is motivated in his work, if he controls himself, this helps him get his act together, disciplines him. However, it is more difficult for someone without a purpose. You know, if you lack something to hold it all together… The work here is interesting, right?

President of Russia Vladimir Putin: Your Holiness and Beatitude, very reverend bishops,

First of all, I would like to cordially greet you and express my gratitude for gathering here together to mark such an important event both for Russia and the Russian Orthodox Church, the 100th anniversary of restoring the Patriarchate in Russia.

This, of course, emphasises the unity of the Orthodox world, which is very important in itself and because you represent churches that play a considerable role in the life of your countries and in the life of society. You call for mercy and do work in education, which is very important.

The modern world is becoming more open and interdependent. But we are also witnessing examples of the great problems of our times. We see examples of the crisis of morality, with the devaluation of traditions, moral values and everything that is the basis of human civilisation.

Sadly, in the second decade of the 21st century we again face things that seemed to be long condemned and gone, that is, religious persecution, and this concerns Christians as well. We already addressed this at similar meetings several years ago. This issue is especially topical in the Middle East, and this region is the cradle of Christianity where the Orthodox faith is rooted.

The Syria situation certainly requires the most attention. We know about this. It is very difficult. During the years of the war, terrorists killed or drove out from their homes tens of thousands of people. Many Christian churches and monasteries were looted and destroyed.

However, the situation is gradually changing. The Syrian armed forces, supported by the Russian military, have liberated almost the entire country from terrorists, including places historically populated by Christians.

For years, the Russian government and the Russian Orthodox Church, as well as other religious organisations, have been providing humanitarian aid to the victims in Syria. It is important to establish a peaceful life there as soon as possible, so that people can return to their homes and begin rebuilding their churches.

I believe that a working group established by the Russian Orthodox Church and the Roman Catholic Church can play a very important role in the return of the Christian population of Syria. One of its jobs is to compile a catalogue of destroyed Syrian churches for their subsequent restoration.

We will also help representatives of other religions, including Islam, who, as we know, have also suffered at the hands of militants, terrorists and extremists. We will also help Judaists. Some Jewish organisations have already asked us to help restore the Judaist temples. We are in contact with representatives of the Jewish community of Syria, namely with some of its Jewish organisations, and in the United States, including those in New York. We will work together on this problem.

I expect that your visit to Russia will serve to further develop dialogue between Orthodox churches, deepen the ties between our countries and between our peoples, which is extremely important in the modern world.

I would like to wish all the best to all of you, happiness and prosperity to your congregations.

Allow me to thank you for this meeting on behalf of the heads of local Orthodox churches who attended the celebrations.

I would like to say a few words about the recent council.

The council brought together almost 400 hierarchs of the Russian Orthodox Church from 20 countries to review our efforts over the last four years and make adjustments to our development plans.

Today, we have three priorities. The first one is education, including theological and religious education in general. The second one is welfare, and the third priority is young people. The Russian Orthodox Church will focus on promoting specific programmes in these three areas.

However, there is much more to our efforts. There is also the construction of churches, and the steady development of the entire church organisation in and outside Russia.

I would like to draw your attention to the general concern about the situation in the Middle East, as you have just mentioned. The expulsion of Christians and the destruction of holy sites is a great pain for the churches in the Middle East, who are represented here today, as well as for all of us.

Thanks to the efforts of the Russian Federation and other countries, terrorism has been almost defeated in Syria. Of course, as you have said, a lot has to be done in terms of restoring what has been destroyed, and we understand this all too well.

I would like to say that my brothers who head local Orthodox churches were looking forward to this meeting with you, and we are grateful to you for this opportunity.

Dmitry Medvedev: We have met three times over the past month. This regularity shows that our relations are at an excellent level; these are relations of strategic partnership and full-scale cooperation. Lately, there have been top-level meetings with President Xi Jinping and President Vladimir Putin.

We maintain intergovernmental contacts. Together we held an extended meeting of the intergovernmental commission, during which we summarised the results of our work done this year. All of this allows us to advance new initiatives and implement new ambitious projects that correspond to the high level of our relations.

Li Keqiang (via interpreter): The SCO Heads of Government Council Meeting chaired by you was a total success. I have a feeling that this is the most successful meeting I have taken part in over the past years.

Our meeting today is special. For the first time, our colleagues from India and Pakistan will participate in the SCO Heads of Government Council Meeting. Today, Russia’s chairmanship in the Heads of Government Council ends. Our work’s priority was to give a new impetus to the organisation’s development and, of course, to promote trade, economic and humanitarian ties and to ensure security.

I hope that the discussion both in restricted attendance and expanded formats will enhance effective connections on our already widened platform for national development strategies and integration initiatives.

In any case, we must think about the future and move forward.

Expanded meeting of the SCO Heads of Government Council

The cooperation potential between the SCO member states has been strengthened by the accession of India and Pakistan. When we exchanged opinions, we stressed the need to broaden cooperation with our observer states, which are present here, dialogue partners and international organisations.

There is great demand for this approach due to the current global situation and issues in the world economy, as well as in building a just and equitable architecture of sustainable security in the SCO area and in the entire Asia-Pacific Region.

The accession of India and Pakistan to the SCO last June means that the organisation is rising and promoting practical cooperation in all areas, from the economy to security.

Regional conflicts are still present; moreover, some of them have even become more acute. There is tough competition for political influence, natural resources, markets and control over key trade routes. We are witnessing a turn towards the so-called new protectionism. Moreover, some states are using unilateral sanctions to gain certain advantages.

International terrorism is a very serious challenge for us. A crushing blow has been dealt to the militants in Syria by the combined efforts of Russia and our partners from Iran and Turkey, as well as other parties concerned. But ISIS remains a major threat.

The situation in Afghanistan, an observer state in our Organisation, is also far from calm. We support the processes of national reconciliation and economic revival in that country. We consider the practical aspects of these issues at the SCO-Afghanistan contact group. This forum first met in Moscow in October.

It is of importance to induce the business communities in our countries to join the common economic development efforts, including with the help of the Business Council and the SCO Interbank Consortium. Russia’s trade with other SCO member states will amount to over $80 billion as of the yearend.

Inter-regional cooperation is another promising area. I am confident that our initiative to establish a forum of the heads of SCO regions will promote our cooperation. I suggest that the launch of this new venue be timed to coincide with the SCO summit in Qingdao in June 2018.

The Forum on Small Business of the SCO and BRICS Regions in Ufa has proved its worth.

Transport cooperation has made progress as well. We should start implementing intergovernmental agreements on facilitating international road traffic. Joint work in rail and air transport area could be the next stage. We are also intensifying energy cooperation, primarily at the SCO Energy Club.

One more important subject is the development of ties in agriculture. Laying emphasis on food security, Russia is ready to take part in this cooperation and supply all interested parties with agricultural produce. This year we have collected a record harvest of grain – almost 140 million tonnes, which creates an additional opportunity to consolidate food security both in the SCO and on a global scale.

The opportunities of qualitative growth at the expense of cheap labour and raw materials exports have been practically exhausted. It is necessary to develop innovative production lines with high added value.

The SCO states may seriously contribute to global progress. We have advanced technology and competences in space exploration, aircraft engineering, car making, nuclear power engineering, the electronics industry and IT. We have highly qualified personnel and educational institutions. We must also develop professional teams that are engaged in such educational projects as WorldSkills. We are ready to share experience, including at a regular championship in Kazan in 2019.

The Shanghai Cooperation Organisation is a suitable venue for joining national strategies, trans-border projects and multilateral integration initiatives. In cooperation with our partners in the Eurasian Economic Union (EAEU) and China we are actively aligning the development of the EAEU with the One Belt One Road initiative.

Russia has suggested an initiative on forming a Greater Eurasian partnership. We should move to this project by signing bilateral and multilateral trade and economic agreements. We have already made substantial progress on this road.

The next meeting will take place in Tajikistan in 2018, which will take over the presidency in the SCO Heads of Government Council.

Possible admission of Iran and Afghanistan to the SCO

It is true that there are such applications from Iran and Afghanistan, while these countries have been SCO observer states for quite a long time.

Today we see no obstacles to Iran joining the organisation, if we are talking about practical matters. Earlier we faced complications related to settling the high-profile international problem of that country’s nuclear status. Now these problems are in the past. And indeed our partners would like to do this, but all decisions on admitting new members to the Shanghai Cooperation Organisation are made by consensus. We must comply with the procedures in Iran’s case and, potentially, in Afghanistan’s, which has also applied. The situation in Afghanistan is rather complicated now due to very difficult political factors, and it is combatting terrorism. Together with a number of other countries, we provide corresponding support to that country. It is probable that, when making any decisions on the possible admission of Afghanistan to the SCO, we will have to take into account the current political situation. We have already said many times that we want to help the national reconciliation process in Afghanistan. The SCO has already chosen the agency, which will be responsible for these issues in the SCO-Afghanistan format. We do all that we can to encourage such processes as part of our bilateral agenda. I believe that these decisions will eventually be made, but we will need a consensus of the member states and a suitable political situation for that.

Dmitry Medvedev:We meet in similar formats on a regular basis. This is our fourth meeting.

I would like to reaffirm Russia’s stance on Afghanistan establishing itself as an independent, self-sufficient, stable and economically strong state.

I suggest we compare our views on trade and economic cooperation, and regional security.


Abdullah Abdullah (via interpreter): Thank you for Russia’s stance on stabilisation and on the development of economic cooperation between the two countries. Terrorism is our common threat, and both countries, and all states in general, need to work more closely to prevent it.

I would like to note that international organisations and international meetings, including the Shanghai Cooperation Organisation, are an opportunity to touch base and once again discuss what can be done to improve our relations in various areas.

Following the summit, the presidents of the CSTO member states signed a declaration on the 25th anniversary of the Collective Security Treaty and the 15th anniversary of the Organisation, a statement on the situation in and around Syria, and a package of decisions concerning the activities of the Organisation.

In particular, decisions were signed on supporting the mediation efforts of the OSCE Minsk Group co-chairs on the Nagorno-Karabakh settlement, on joint measures to strengthen the defence capability of the CSTO member states, on the implementation plan for the CSTO Collective Security Strategy through 2025, and on improving measures to counter illegal migration.

In addition, the leaders signed an agreement on information security cooperation and approved the CSTO emblem and flag.

The Collective Security Treaty Organisation (CSTO) currently unites Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia and Tajikistan.

The Organisation’s goals include strengthening peace, international and regional security and stability, and defending the independence, territorial integrity and sovereignty of member states on a collective basis, primarily by political means.

Dmitry Medvedev: Today we can say that the economy has started growing and that on the whole the changes taking place in it are quite favourable.

Yesterday Vladimir Putin said that the main achievement of the outgoing year is that the economy has come out of recession. That is exactly so, because during the past year we had an economic decline of 0.2 percent. This is not much, but still growth was practically zero and even negative. This year the situation is different. This year our GDP has grown by about two percent, which is comparable to the average growth rates of advanced countries.

This year we will register record low inflation. In all probability, it will be below three percent. This will be the absolute best for the entire post-Soviet era.

Real incomes of the population, real wages are on the rise. Most likely, salaries will have increased by about three percent according to the results of this year. In nominal terms, the growth is seven percent. This means that incomes are growing rather than falling.

Investment in capital stock will grow by over four percent. We have not seen anything like it in recent years either. Not to mention such important indicators as a balanced budget and currency reserves that have also increased this year.

We have fully met our social commitments. We have done all that we planned.

ΟΡΓΑΝΩΜΕΝΟ ΔΙΑΧΡΟΝΙΚΟ ΣΧΕΔΙΟ ΚΑΤΑΣΤΡΟΦΗΣ ΤΟΥ ΠΡΑΣΙΝΟΥ ΒΑΡΥΜΠΟΜΠΗΣ-ΠΑΡΝΗΘΑΣ ΑΠΟ ΠΑΣΙΓΝΩΣΤΟΥΣ ΕΓΚΛΗΜΑΤΙΕΣ ΓΗΣ

Το έχω γράψει πολλές φορές και θα το γράψω και τώρα που καίγεται η Βαρυμπόμπη. Το ήξερα, το περίμενα. Οι καταπατητές της περιοχής που δρούν εδώ και δεκάδες χρόνια ανενόχλητοι στην περιοχή της Βαρυμπόμπης δεν έχουν σταματημό, ΑΦΟΥ ΔΕΝ ΕΧΟΥΝ ΚΑΝΕΝΑ ΕΛΕΓΧΟ.

Θέλοντας να πουλήσουν ό,τι ακόμα προλάβουν και ιδιαίτερα «ΔΙΑ ΛΟΓΟΥ» χωρίς συμβόλαια και νόμιμες διαδικασίες, δεν θα αφήσουν ούτε ένα χλωρό φύλλο ούτε στην Βαρυμπόμπη ούτε στην Πάρνηθα. Αυτό που τους εμποδίζει είναι ο χαρακτηρισμός «δασικά» των εκτάσεων και αυτόν θα πολεμήσουν με τον δικό τους «μοναδικό» τρόπο. Οι «κωφοί» του τόπου, τα πουλημένα τομάρια που συναινούν δια της σιωπής τους, ή «μυξοκλαίνε» για τα καμένα δάση έχουν τεράστια ευθύνη. Κανείς δεν τους πιστεύει πια και η Πάρνηθα είναι ΚΑΤΑΔΙΚΑΣΜΕΝΗ αν δεν γίνει κάτι. Από ποιους; Μόνο στον Δένδια έχω αυτή την στιγμή εμπιστοσύνη, σε κανέναν άλλον. Όλα στον τόπο μου ΕΧΟΥΝ ΞΕΠΟΥΛΗΘΕΙ εδώ και 30 χρόνια. Αποχαιρετήστε για πάντα την Πάρνηθα ΑΝ Ο ΝΟΜΟΣ ΔΕΝ ΞΕΚΙΝΗΣΕΙ ΕΔΩ ΚΑΙ ΤΩΡΑ ΕΛΕΓΧΟ ΣΤΙΣ ΠΩΛΗΣΕΙΣ ΤΗΣ ΒΑΡΥΜΠΟΜΠΗΣ, ποιοι τις κάνουν, με ποιο τρόπο, ποιοι ενέχονται, τι περιουσίες έχουν αποκτήσει, πως πουλάνε, τι έχει απομείνει για να πωληθεί.

Και μόνο αν η ΔΙΚΑΙΟΣΥΝΗ κινηθεί ΑΜΕΣΩΣ. Αλλιώς, η Πάρνηθα είναι ήδη ΧΘΕΣ. Όπως και η Βαρυμπόμπη.
