European Parliament's President Antonio Tajani reacted to the announcement by U.S. President Donald J. Trump to withdraw from the Paris Agreement on climate change, on Thursday.

“Pacta sunt servanda. The Paris Agreement must be respected. It is a matter of trust and leadership” said European Parliament President Antonio Tajani (EPP, IT). "This Agreement is alive and we will take it forward with or without the US administration" he said.

"Those who choose to remain on the outside will miss a historic opportunity for citizens, the planet and the economy. The EU will continue to lead efforts against climate change and be a global pole of attraction for investment, innovation and technology, creating new jobs and boosting competitiveness" he added.

Environment Committee Chair Adina-Ioana Vălean (EPP, RO) also reacted to the announcement

"We deeply regret this decision, and hope that this is only ‘see you soon’ and not ‘farewell’ from our U.S. friends", said Ms. Vălean. "To ease the transition to a low-carbon economy is simply to be pragmatic. The global community is committed to the Paris Agreement. Civil society, industry and public awareness have evolved. The United States still shares our planet, and we are entitled to hope that, beyond the decision of just one man – even if he is the President of the United States – America will, in the end, come back on our side in the fight against climate change”, she added.

“In the meantime, we shall continue leading, together with China and the High Ambition Coalition. What is more, given the threat of global warming, this is a fight for multilateralism, for international cooperation, and for peace. And for we Europeans, an existential one", she concluded.

Facts

The European Parliament is currently working on three legislative measures implementing the Paris Agreement: the post-2020 carbon market (EU ETS) reform (rapporteur Julie Girling), the 2030 targets Effort Sharing Regulation (rapporteur Gerben-Jan Gerbrandy) and the Regulation on greenhouse gas emissions and removals from land-use, land-use change and forestry (rapporteur Norbert Lins).

European Year of Cultural Heritage 2018: why it is important

Cultural heritage plays an important role in the history and identity of Europe’s countries and indeed of the continent as a whole. A vital part of Europe’s economy, promoting our cultural treasures can only help boost growth and employment. On 27 April, Parliament votes on making 2018 the European Year of Cultural Heritage. More on this initiative, which aims to strengthen a sense of European identity, in our interview with Romanian MEP Mircea Diaconu.


The European Year of Cultural Heritage aims to enhance the contribution of Europe’s rich cultural traditions to economy and society, and to promote culture as an important element of the EU’s international presence. The promotion of the value of cultural heritage is also a direct response to the deliberate destruction of cultural treasures in the Middle East of late.


Following negotiations with EU governments and the European Commission, Parliament has secured a budget of €8 million from existing funds for promotional activities throughout 2018. Mircea Diaconu, a Romanian member of ALDE and author of Parliament’s report on this initiative, says: “We want to bring cultural heritage back to the public consciousness, give it the dignity it deserves and strengthen our identity. At the same time, we can rediscover what makes us European. He adds that studies have shown that investing one euro in culture gives a return of more than €20.


A European Commission study shows that an estimated 300,000 people work directly in the EU’s cultural sector and as many as 7.8 million jobs are created indirectly by the sector.

The European Investment Fund is implementing programmes to support regional development throughout Europe. Eligible programmes include infrastructure, public housing and innovation. Future of Europe: MEPs debate the five scenarios outlined by the Commission

 

Juncker: "Where are you going, Europe?"

How should the EU evolve in response to challenges such as Brexit and globalisation? Jena-Claude Juncker, president of the European Commission, presented five possible options to the Parliament on 1 March, ranging from business as usual to deeper integration across most areas. During the subsequent plenary debate most MEPs welcomed the opportunity to reflect on the direction Europe should take. Watch our video for highlights from the debate.

Five scenarios for the future of the EU

Juncker outlined five possible courses for the EU in his presentation to the Parliament on 1 March:

• Sticking with current policies
• Focussing on the single market and removing barriers to trade
• Allowing EU countries to integrate at different levels so that those who want to progress in a certain area can do so without having to wait for others.
• Selecting a limited number of areas for further integration but do less in other policy fields
• Integrating more across most policy areas

Juncker declined to state his preference: “At the end of the day, it won’t be just me making the decision. It will be up to your Parliament, national parliaments, governments, civil society. In other words: the citizens will be able to have a say. We would prefer to listen, before we state our views.”

MEPs' reactions

During the debate that followed, some MEPs welcomed the Commission’s efforts to chart possible scenarios for the EU's future, others were disappointed it did not clearly state its preference, while others saw the whole discussion as a sign that the EU if failing.

Spanish EPP member Esteban González Pons said: “We have done many things wrong before arriving to this point. Brexit is not the cause. Brexit is the last consequence and we must be sure it remains the last consequence."

Gianni Pittella, the Italian chair of the S&D group, said: “You are presenting us with a reflection paper and scenarios instead of a clear plan to fortify our house to weather this storm."

One of them looks at what improvements are possible under the existing system, another considers what treaty changes might be needed for additional reforms, while the last one sets out how to bring the economies of countries that have adopted the euro closer together and make them more resilient. Ceta passed a crucial hurdle on 15 February when MEPs voted to back the landmark EU-Canada trade deal. The agreement removing more than 99% of tariffs can provisionally enter into force as early as April. Speaking following the vote, Artis Pabriks, Parliament's lead MEP on Ceta, said: “Europe cannot survive without free and fair trade and high-quality interaction with other global players.” He also described Ceta as “the gold standard for future trade deals”.

Following years of work, what does the passing of Ceta in Parliament mean to you personally?

Actually it means a lot. I’ve always believed in the idea of Europe and I really feel that this continent can only flourish if we work together. Passing Ceta means that we are collectively sticking with common sense instead of giving in to populism. Ceta gives me hope that the European Union and the peoples and nations of Europe can overcome these difficult times. Because make no mistake, we are in decline. And once we are in decline, we should stop digging and think instead about how we can get out of this trough together.

Many Europeans still have misgivings about Ceta. What can you say to allay their concerns?

Firstly, I would like that Europeans take hard facts into account instead of alternative facts. While there is opposition, as well as rising populism, this trade deal is important for Europe geopolitically as well as economically. The world is increasingly turning protectionist and attempting to build walls, but Europe cannot survive without free and fair trade and high-quality interaction with other global players. This is what Ceta provides us with and it is, in my view, the gold standard for future trade deals.

We've heard about the benefits to industry and professionals, but what's in it for the average worker?

Well average workers are not Martians, they are living on earth. And anything good that happens to our societies at large also positively affects every citizen. Big corporations do not need deals like Ceta: they can enter markets with their big money and smart lawyers. Smaller entrepreneurs cannot do this, so Ceta is the way for them to get their products into the Canadian market.

A trade deal like Ceta will simply boost our wealth and that will enable national governments to better assist those of their citizens who are in need. Also, remember that 14% of employment in the EU is down to international trade. If we wish to create walls, be protectionist and blow up trade deals like Ceta, forget about your job.

Yet, are we not entering an age where international trade agreements are falling out of favour?

Right now, trade deals have become a scapegoat. People no longer want to think according to facts, instead they have the possibility on social media to choose their version of the truth. We are truly seeing a decline in the possibility to argue with real facts.

Regarding the trade deal between the EU and the United States, I would say it is on ice as we do not know yet what Trump’s reaction will be to TTIP. However, he has not up until now said anything negative about the trade deal with Europe.

The ratification process for Ceta does not end at the European Parliament. What are the next steps?

Following Parliament’s vote, Ceta will enter into force provisionally, but it must still be passed in national parliaments. Now though that MEPs have voted for Ceta, Europeans will see its benefits and national parliaments will be able to discuss the deal with the public and explain what Ceta really entails. And in the longer term, I believe that national parliaments will base their votes on hard facts and not on fearful hypotheses about the collapse of the world because of international trade.
