On 12 December 2017, the Council agreed its position (general approach) on the proposed regulation of the European Parliament and of the Council establishing the European Defence Industrial Development Programme (EDIDP).
"European security is a core priority for our citizens. This is now being matched with a real increase in defence cooperation among EU members. The European Defence Industrial Development Programme will make our defence industry more competitive and innovative. This is crucial both for the security of our citizens and for the viability of our industry." Jüri Luik, Minister for Defence, Estonian presidency of the Council.
The purpose of the regulation, which is an integral part of the European Defence Fund, is to establish a programme aiming at supporting the competitiveness and innovation capacity of the Union’s defence industry with a budget of 500 million euro for 2019-2020.
The Council broadly agreed with the objectives and main elements of the proposed regulation. In its general approach, the Council aims in particular to incentivise cross-border participation of small and medium-sized enterprises (SMEs) and middle capitalisation companies (Mid-caps) in the proposed programme.
Next steps
Negotiations with the European Parliament are expected to start in 2018, with a view to financing the first capability projects in 2019.

| The High Representative and foreign ministers met with Israeli Prime Minister Benjamin Netanyahu. The Council then discussed the latest developments in the wider Middle East, the follow-up to the African Union - EU summit of 29-30 November and the updated strategy on aid for trade. Over lunch, foreign ministers discussed with G5 Sahel countries ministers how to further enhance cooperation.
