Council of the European Union      23/10/2017 | Pillar of Social Rights: Council gives green light for proclamation by the institutions Today in Luxembourg, EU Employment and Social Policy ministers agreed unanimously on the text of the Proclamation of the European Pillar of Social Rights and gave the authorisation to sign it on behalf of the member states at the Gothenburg Summit.    The President of the Council, Jevgeni Ossinovski, Minister for Health and Labour of Estonia, said: “The ministers were unanimous in their support for the Social Pillar. We all recognise that in the face of globalisation, digitalisation and the changing nature of work, our social systems need to change but remain robust. The proclamation summarises what Europe believes in and what makes it unique: a continent of equality, fairness and support for the vulnerable.”    The Pillar is a political commitment and provides guidance to the member states and the EU institutions; it aims at strengthening the social acquis and delivering more effective rights to citizens. It focuses on employment and social aspects and at making the European social model fit for the challenges of the 21st century. The objective of the Pillar is to contribute to social progress by supporting fair and well-functioning labour markets and welfare systems.  It sets out 20 principles and rights, divided into three categories: equal opportunities and access to the labour market dynamic labour markets and fair working conditions public support /social protection and inclusion.  The proclamation covers for instance policy domains such as housing, education, social and health care and employment.  Next steps The European Pillar of Social Rights will be proclaimed jointly by the European Parliament, the Council and the Commission. Since there is consensus between the three Institutions on the joint text, the proclamation will be signed by the three institutions during the Summit for fair jobs and growth in Gothenburg on 17 November. Interinstitutional proclamation on the European Pillar of social rights  The European Pillar of Social Rights in 20 principles 23/10/2017  Council adopts three sets of rules to make travelling by sea safer The Council today reinforced EU passenger ship safety by adopting three directives which revise  passenger ship safety rules and standards, digitalise the registration of ship passengers and create a clear framework for the inspection of ro-ro ferries and high-speed passenger craft. An informal agreement with the European Parliament on these proposals was reached in June this year.  "These new rules will improve the safety of people travelling on our seas. But they will also simplify and speed up procedures for shipping companies, including through digitalisation, and this is good news for businesses and our economy as a whole," said Kadri Simson, the Estonian Minister of Economic Affairs and Infrastructure. "I would like to thank the Maltese presidency and the European Parliament for all their work on these files."  The 'general' directive on passenger ship safety rules and standards contains the most extensive rules on passenger ship safety in the EU, applicable to vessels travelling on domestic routes. The text sets out detailed technical requirements for ships with regard to areas such as construction, stability and fire protection.  The directive on the registration of persons on board passenger ships requires shipping companies to digitalise the registration of ship passengers, so that the exact number of passengers and other information will be immediately available for search and rescue services in the event of an accident.  The third directive - a revised inspection regime for ro-ro ferries and high-speed passenger craft - eliminates overlaps and closes regulatory gaps arising from the application by member states of different inspection regimes for these vessels.  The three directives are part of a comprehensive review of passenger ship safety which aims to improve the safety of sea travel while simplifying the current rules and cutting administrative costs.  Today's final vote by the Council concludes the procedure at first reading for all three dossiers. The European Parliament voted on 4 October 2017. The legal acts will be signed by both institutions in November and published in the EU Official Journal a few weeks later. They will enter into force 20 days after publication, and member states will then have two years to incorporate the new rules into their national law. Σχετικά με τις προτάσεις αυτές είχε επιτευχθεί άτυπη συμφωνία με το Ευρωπαϊκό Κοινοβούλιο τον Ιούνιο του τρέχοντος έτους. «Οι νέοι αυτοί κανόνες θα βελτιώσουν την ασφάλεια όσων ταξιδεύουν στις θάλασσες μας. Εκτός αυτού, θα απλουστεύσουν και θα επιταχύνουν τις διαδικασίες για τις ναυτιλιακές επιχειρήσεις, μεταξύ άλλων μέσω της ψηφιοποίησης· αυτό είναι ένα καλό νέο για τις επιχειρήσεις και για την οικονομία μας γενικότερα», δήλωσε η κα Kadri Simson, υπουργός Οικονομικών Υποθέσεων και Υποδομών της Εσθονίας. «Θα ήθελα να ευχαριστήσω την μαλτέζικη Προεδρία και το Ευρωπαϊκό Κοινοβούλιο για όλες τις εργασίες τους επί των φακέλων αυτών.» Η «γενική» οδηγία σχετικά με τους κανόνες και τα πρότυπα ασφάλειας για τα επιβατηγά πλοία περιέχει τους πιο λεπτομερείς κανόνες στην ΕΕ όσον αφορά την ασφάλεια των επιβατηγών πλοίων, οι οποίοι ισχύουν για τα πλοία που εκτελούν δρομολόγια εσωτερικού. Το κείμενο ορίζει τις λεπτομερείς τεχνικές απαιτήσεις για τα πλοία όσον αφορά τομείς όπως η κατασκευή, η σταθερότητα και η πυροπροστασία τους. Η οδηγία σχετικά με την καταγραφή των επιβατών επιβατηγών πλοίων απαιτεί από τις ναυτιλιακές εταιρείες να ψηφιοποιήσουν την καταγραφή των επιβατών των πλοίων, έτσι ώστε, σε περίπτωση ατυχήματος, να είναι άμεσα διαθέσιμος ο ακριβής αριθμός των επιβατών, καθώς και άλλες πληροφορίες για τις υπηρεσίες έρευνας και διάσωσης. Η τρίτη οδηγία –σχετικά με ένα αναθεωρημένο καθεστώς επιθεωρήσεων για τα οχηματαγωγά ro-ro και τα ταχύπλοα επιβατηγά σκάφη– εξαλείφει τις επικαλύψεις και καλύπτει τα ρυθμιστικά κενά που προκύπτουν από το γεγονός ότι τα κράτη μέλη εφαρμόζουν διάφορα καθεστώτα επιθεώρησης για τα σκάφη αυτά. Οι τρεις οδηγίες είναι μέρος μιας ολοκληρωμένης επανεξέτασης της ασφάλειας των επιβατηγών πλοίων, η οποία έχει ως στόχο να βελτιώσει την ασφάλεια των θαλάσσιων μεταφορών και, συγχρόνως, να απλουστεύσει τους ισχύοντες κανόνες και να μειώσει το διοικητικό κόστος. Με τη σημερινή τελική ψηφοφορία στο Συμβούλιο ολοκληρώνεται η διαδικασία σε πρώτη ανάγνωση και για τους τρεις φακέλους. Το Ευρωπαϊκό Κοινοβούλιο ψήφισε στις 4 Οκτωβρίου 2017. Οι νομικές πράξεις θα υπογραφούν από τα δύο θεσμικά όργανα τον Νοέμβριο και θα δημοσιευτούν στην Επίσημη Εφημερίδα της ΕΕ λίγες εβδομάδες αργότερα. Θα τεθούν σε ισχύ 20 ημέρες μετά τη δημοσίευσή τους, και τα κράτη μέλη θα έχουν στη διάθεσή τους δύο έτη για να ενσωματώσουν τους νέους κανόνες στην εθνική τους νομοθεσία.
