Syria
The Council will examine developments in Syria following the discussion at its last meeting on 12 December 2016 and the exchange by EU leaders at the European Council of 15 December.
Ministers are expected to discuss the EU's role in supporting a full ceasefire and a genuine political transition in Syria under the auspices of the UN, as well as in ensuring full humanitarian access and protection throughout the country.
The High Representative will update ministers on the most recent efforts made as part of the EU's regional initiative on the future of Syria and will inform about the conference on Syria and the region to be held in Brussels this spring.
Middle East peace process
Over lunch, ministers will discuss the Middle East peace process, following the adoption of UN Security Council resolution 2334 (2016) and the Paris conference, which takes place on 15 January 2017.
Ministers will discuss the way forward to achieve a comprehensive peace deal, preserve the viability of the two-state solution and reverse ongoing negative trends on the ground.
Lebanon
The Council is expected to adopt, without a debate, conclusions on Lebanon's presidential elections and the formation of a new government.
This is the first Council meeting to take place in the new Europa building, which this January became the main seat of the European Council and the Council of the EU.
