EU-Canada summit, Brussels, 30/10/2016

Agenda highlights

CETA

EU and Canada leaders will sign the Comprehensive 
Economic and Trade Agreement (CETA) at the summit. 
CETA will remove over 99% of tariffs that currently
hinder trade between the EU and Canada. It is
 expected to increase bilateral trade by €12 billion
 per year, and to generate growth and new jobs on
both sides of the Atlantic.
The agreement has no impact on governments'
 powers to regulate in the public interest, especially
 with regard to environmental and social standards.
The agreement comes with a binding joint interpretative
 instrument, which explains what the provisions mean
 in practice. This is intended to help citizens understand
 better the meaning and scope of the agreement.
The summit will also see the signature of the Strategic
 Partnership Agreement (SPA) that deepens cooperation
 between the EU and Canada on foreign policy. It also
 strengthens relations in fields such as:
  • international peace and security
  • economic and sustainable development
  • climate and
  • judicial and law enforcement cooperation
The summit will also take note of the decision for
visa-free travel for all EU citizens to Canada. 

Foreign policy

Ukraine

In their discussions, EU and Canada are likely to condemn
 the illegal annexation of Crimea and Sevastopol by the
Russian Federation. They are also expected to reiterate
their commitment to Ukraine's sovereignty and territorial
 integrity and to call on all parties to implement the Minsk
 Agreement.
In this context, EU and Canada will likely renew their
 pledge to coordinate their actions on sanctions.     

Syria

Leaders will call for a cessation of hostilities and efforts
 to find a  political solution. They will also reiterate their
 support for the work of the UN special envoy de Mistura
 in his efforts to prepare the ground for the resumption of
intra-Syria talks.  

Migration and refugees

EU and Canada are set to underline the need for global
 burden-sharing in addressing the migration and refugee
 crisis. Both countries will agree on reinforcing their cooperation
in this area.
They will also encourage others to do more and to offer
 greater support.     
Donald Tusk, President of the European Council and
Jean-Claude Juncker, President of the European Commission
 will represent the EU at the summit. Canada will be represented
 by Prime Minister Justin Trudeau.
